About this file
This is a Request for Information (RFI) from the Federal Bureau of Investigation's Criminal Justice Information Services (CJIS) Division for a national-level decentralized information sharing environment. The RFI, dated 05/08/2026, seeks market research information to identify capabilities enabling states to analyze and share data from Computer-Aided Dispatch (CAD), Law Enforcement Records Management Systems (LERMS), and criminal justice systems without uploading data into a centralized national repository. The government is not presently intending to award a contract and responses are not offers and cannot form binding contracts.
Respondents must describe a decentralized architecture allowing each state to create its own state-level node for intrastate data integration and interstate information sharing while maintaining dissemination controls. The solution must integrate with state Uniform Crime Reporting (UCR) programs, implement industry standard techniques in heterogeneous environments, perform analytics on state-level data sets, publish APIs for investigative community access and event subscriptions, merge knowledge graphs from multiple states, and communicate with a national-level node that serves as a centralized analytical tool and integrates with the National Crime Information Center (NCIC). Submissions must include capability packages, informal budgetary pricing (licensing structure, implementation, maintenance support), and succinct responses to requirements. Responses are limited to 15 one-sided pages, 12-point font, one-inch margins, in Microsoft Word/Excel/PowerPoint or PDF format. Questions must be submitted by May 20, 2026, at 4:00 PM Eastern Time, with answers posted via SAM.gov by May 29, 2026. All submissions must be emailed by June 12, 2026, at 12:00 PM Eastern Time to Brandon James at bmjames@fbi.gov with subject line "RFI- CJIS Decentralized Info Sharing." The government will not reimburse response costs, and this RFI is open to all qualified manufacturers.

INTRODUCTION
The Criminal Justice Information Services Division (CJIS) Enterprise Architecture (EA) team is conducting market research through this Request for Information (RFI) to identify capabilities that can facilitate and/or enable a national decentralized information sharing environment that will allow states to analyze and share information from Computer-Aided Dispatch (CAD), Law Enforcement Records Management Systems (LERMS), and other criminal justice/public safety information systems without requiring data to be uploaded into a centralized national-level information system. For purposes of this document, the definition of decentralized information sharing environment is an information sharing environment that enables data analytics and information sharing but does not require all data to be uploaded into a centralized data repository.
Traditional approaches for data analysis favored centralization of data, enabling a centralized system to apply tools against a single repository to generate knowledge artifacts such as entity resolutions, relationships, and link graphs. As data sets continue to grow and analysis approaches evolve, a more decentralized approach will improve long-term scalability and allow national-level analysis while maintaining state control of data dissemination.
To allow for better control, accuracy, and completeness by state agencies, the criminal justice community implemented a decentralized approach for criminal history. The key objective is to establish a decentralized information sharing ecosystem for all data sets that can facilitate enhanced analytics capabilities for both intrastate and interstate information sharing. Emphasis should be placed on decentralized, extensible way to access state-based information, returning curated, properly controlled, information in a commodity, standards-based format.
REQUEST FOR INFORMATION (RFI)
Version 1.2 Page 4
This RFI is not a solicitation, and the government will not pay any costs associated with responding. Responses may contain proprietary information, which must be clearly marked.
There is no set-aside designation, and the government has not disclosed any potential incumbents or current contractors. The government has also not provided any estimated award values or budget ranges, nor have they specified quantities of goods or timelines for services.
The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The CJIS Division Enterprise Architecture (EA) team, located in Clarksburg, WV, provides architectural guidance to CJIS systems serving the criminal justice community.

CONTEMPLATED REQUIREMENT
Below is a list of the requirements to support the CJIS Division Enterprise Architecture Team in concept exploration and requirements development:
1. Describe a national-level information sharing environment that enables data to be analyzed at the state level and shared with other states -- without requiring each state to upload copies of its data into a central national-level information system. This environment must:
a) Allow each state to create its own state-level node or tenant that enables both in-state data integration and national-level information sharing. This state node must serve as the entry and exit point for all national-level sharing.
b) Allow each state to integrate, manage, and analyze information from its various Computer-Aided Dispatch (CAD) and Law Enforcement Records Management System (LERMS) databases to advance the in-state view of data within these systems.
c) Allow each state to publish data products with other state, local, federal, and tribal partner nodes while maintaining dissemination and access control over each data set shared.
d) Integrate with and support the state Uniform Crime Reporting (UCR) program.
2. Describe how this environment would use industry standard techniques, allowing states to:
REQUEST FOR INFORMATION (RFI)
Version 1.2 Page 6
a) Implement standards, ensuring that each state can choose its own implementation path in a heterogeneous technology environment consisting of multiple vendors and manufacturers.
b) Perform analytics on their own state-level CAD, RMS, and criminal history data sets to include trending and pattern analysis.
c) Publish data sets to specific communities and subscribers such as crime reporting departments and investigators from partner law enforcement agencies.
d) Publish application programming interfaces (APIs) for the national investigative community to search published data sets.
e) Publish application programming interfaces (APIs) for authorized agencies to subscribe to certain types of events, receiving alerts with information of interest is encountered within a given state. For example, agency X in state Y would like to be notified when our state encounters incident reports containing specific characteristics.
f) Merge knowledge graph information created by in-state analysis with knowledge graphs created from other states.
g) Provide standardized knowledge graph information to other states and partners to be incorporated into partner investigations and analysis.
3. Allows states to communicate with a national-level node that will:
a) Serve as a centralized analytical tool for authorized users to view and analyze data from multiple state nodes.
b) Integrate with each state-level system, allowing authorized users to conveniently interact with APIs from each state node.
c) Manage data dissemination and analysis for federal law enforcement agencies.
d) Create a master knowledge graph by merging multiple graphs generated by partner nodes.
e) Integrate with the National Crime Information Center (NCIC), making investigative data sets available to NCIC users via new message keys that are intended for specifically for investigative use.
