The best management practices shall include but are not limited to the installation of silt fence, hay bales, check dams, temporary ground cover, permanent ground cover, and construction entrances. These implemented items shall be installed to contain sediment, prevent erosion, and promote soil stabilization during all land disturbing activities.
4. Once the contractor has established all approved best management practices, any existing topsoil, debris, and loose or soft soils shall be stripped from the pad and surrounding area. Topsoil shall be stockpiled on site for the duration of the disturbance and spread over disturbed areas towards the end of construction in order to encourage grass growth.
5. The contractor shall be responsible for installing seed, mulch, and fertilizer to be applied to all disturbed areas and not less than a 30 foot perimeter beyond the 4ft gravel bed area (see item 9 below), which will be placed from the face of the new concrete slab. Seeding and mulching shall only be required where there is no interference with existing tree cover which would preclude the growth of grass.
6. The site shall be graded in accordance with the approved grading plan (which is requested in item 1 as a submittal) and such that positive drainage is achieved away from the slab. If any fill material is needed to achieve finished grade, the contractor shall utilize an on-site borrow area (if available). If no on-site soils are available, the contractor may utilize the nearest Fort Benning borrow pit provided that the use of said pit is requested in writing by the contractor and approved by SHAW.
7. All structural areas shall be compacted to 98% of the standard proctor, which shall be performed by a materials testing laboratory. All soils, both original and fill, shall be tested in accordance with the procedures outlined in the ASTM manual regarding nuclear density gauge testing. Fill material, if necessary, should be placed in thin, loose lifts, of no more than 6 inches in thickness and compacted with approved compaction equipment. The testing lab shall also be responsible for performing density testing for every 2,000 square feet at each 6 inch lift within the pad area, and a minimum of 1 per lift, to ensure proper compaction. Whether fill soils are obtained on-site or at a borrow pit, they may only be used as structural fill material provided that the soils lab approves it as suitable for such use. All testing and reporting shall be submitted for review and approval prior to concrete placement. The Standard Proctors performed on the original soil and the borrow soil shall be submitted along with all density testing and approved prior to concrete placement.
8. The contractor shall be responsible for all construction staking regarding the location of any new structures associated with this project. The staking shall follow the approved site plan, submitted by the contractor. Upon completion of the construction staking, the staking shall be reviewed and approved by the Contracting Inspection Branch prior to continuing construction.
9. Once finished grade elevation has been reached in the pad area, a base consisting of a minimum of 4 inches of compacted structural fill material (i.e.
M-10’s, river gravel, etc.) shall be placed. If M-10’s are used, proper watering techniques shall be implemented during placement and compaction, and approved by a DPW-CIB representative. A layer of 0.006 poly shall be applied to the subgrade to preclude moisture from penetrating the pad. The pad area shall be treated with a pesticide treatment prior to the placement of concrete. The contractor shall coordinate with the DPW Pesticide Inspector during all phases of treatments for materials and inspections, including mixing and application.
