U.S. SMALL BUSINESS ADMINISTRATION
Federal and State Technology (FAST) Partnership Program To Provide Outreach, Mentoring and Technical Assistance to Small Technology-Based Businesses Interested in Becoming Involved or Presently Involved in the SBIR/STTR Federal R&D Programs

ACTION: Funding Opportunity Announcement No. FAST-2017-R-0011
The U.S. Small Business Administration (SBA) plans to issue Funding Opportunity Announcement No. FAST-2017-R-0011 with estimated total program funding of $2 million. The award ceiling is $125,000 and the award floor is $0. Funding will go to organizations to conduct outreach, mentoring and provide technical assistance services to technology-based small business owners. Applications will be considered from all 50 states, the District of Columbia, American Samoa, Guam, Virgin Islands, the Commonwealth of Puerto Rico and the Commonwealth of the Northern Mariana Islands. This program is authorized by Public Law (P.L.) 111-117 and 15 U.S.C. 657d©. There is a one proposal per state limitation on this competition. Only one proposal from each state may be submitted to the SBA for consideration and this application must have an original, signed Letter of Endorsement from the State Governor (Mayor for the District of Columbia, Governor Equivalent from U.S. Territories). Please note that all Technical Proposals must be 20 pages or less with line spacing of 1.5 or greater. See pages 7-12 of the Funding Opportunity Announcement for Technical Proposal content. Eligible applicants include, but are not limited to, state and local economic development agencies, colleges and universities, and Small Business Development Centers (except those that are currently accredited as Small Business Technology Development centers, which will be funded under Announcement No. FAST-2017-R-0011A).
Funds will be provided to conduct programs for a 12-month performance period. Applications/proposals must be submitted via the internet at www.grants.gov/ and must be validated and accepted by 4:00 p.m., Eastern Daylight Time (EDT) June 20, 2017 by the SBA Office of Grants Management. Applicants’ technical proposals must contain information about their current status and a plan describing how the effort will be sustained once the grant expires. The announcement will be available at www.sbir.gov/about-fast.
