About this file
This is a Questions and Answers document for the FASSTER (Federal Agile Systems Support Team Equipment Requirements) MA IDIQ contract opportunity. The document provides clarification on acquisition strategy, timeline, competition structure, and evaluation criteria from government representatives to industry.
The RFP is anticipated for 4th Quarter FY26 with a target award date of 3rd Quarter FY27. A virtual industry day is scheduled for 4th Quarter FY26, with all communications posted on SAM.gov. The contract will be a Multiple Award Indefinite Delivery Indefinite Quantity vehicle consisting of two pools: a restricted pool for small business contractors and a full and open pool available to all businesses, with potential set-asides at the Contracting Officer's discretion. Awards will be based on adherence to evaluation criteria and are not limited to a single number. The Government provides no guarantee of requirement for any specific items, though the scope may include vehicle subsystems, whole water or fuel systems, containers for freight transport, and non-NSN items through rapid development opportunities. Each individual delivery order will follow Fair Opportunity Procedures. The evaluation criteria, including weightings for price, technical merit, and past performance factors, are still under development and will be communicated via SAM.gov. All offers will be evaluated using the same criteria regardless of incumbent status. The RFP will be solicited under Full and Open Competition. A draft solicitation will be provided for industry review and feedback. Security requirements will be included in the final solicitation, including compliance with DFARS 252.204-7012 for controlled unclassified information and NIST SP 800-171 standards. Offshore manufacturing is permitted if country of origin is fully disclosed, subject to FAR Part 25 and DFARS Part 225 compliance.
