About this file
This is a presolicitation overview document for the Fielding Agile Supplies, Support and Training Enhancing Readiness (FASSTER) contract issued by the U.S. Army Contracting Command – Detroit Arsenal on June 3, 2026. FASSTER is a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract intended to succeed the existing FASST contract while expanding scope to include Class II items and additional program offices. The contract will be solicited under Full and Open Competition via a formal Request for Proposal, with all awardees receiving a minimum guaranteed quantity and the overall IDIQ having a maximum ceiling. Following award, FASSTER awardees will compete for individual delivery orders under Fair Opportunity procedures, with each delivery order having its own evaluation criteria. The estimated timeline includes a virtual industry day in Q3 FY26, formal RFP issuance in Q4 FY26, proposal submission in Q2 FY27, and target award in Q3 FY27.
FASSTER will supply hardware needed for transitioning vehicle systems from development to full-rate production and fielding operations across multiple Army platforms. Required products and services include hardware production resulting from Engineering Change Proposals (ECPs), Material Work Orders (MWOs), and pre-fielding failures; electronic and electrical components; training and test equipment; parachute equipment; installation kits; maintenance kits; mounting equipment; and shop equipment. Potential requirements span multiple vehicle systems including Abrams tanks, Armored Multi-Purpose Vehicles (AMPV), Bradley Fighting Vehicles, XM30 vehicles, M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System (HERCULES), Self-Propelled Howitzer Systems (SPHS), and Stryker vehicles, plus Class II items such as optics, parachutes, containers, petroleum and water systems, weapons, and chemical/biological defense equipment. Questions must be submitted by July 3, 2026, to the ACC-DTA contract specialists; potential offerors should monitor SAM.gov for updates and the formal solicitation.
