About this file

This document is a justification and approval for other than full and open competition for a federal contract opportunity. The Department of Veterans Affairs, Regional Procurement Office West, on behalf of VA Northern California Healthcare System, seeks construction services to repair and replace approximately 7,600 square feet of a damaged and leaking roof at Building 700 on the Mather campus. The independent government estimate for the firm fixed price contract is redacted, with a period of performance of 200 calendar days after notice to proceed. Joseph Murphy Construction, Inc. is the awarded contractor for $551,900 to complete the roofing work, as announced on February 27, 2023. The justification cites authority under the Veterans Benefits, Health Care, and Information Technology Act of 2006 to award the sole source contract to the verified service-disabled veteran-owned small business as in the best interest of the government at a fair and reasonable price.
