Federal Supply Schedule Program

1. Contracting Activity: U.S. Army Contracting Command – New Jersey.

2. Description of Action: The , requires a Firm

Fixed Price (FFP) Task Order under the General Services Administration (GSA) Federal Supply

Schedule (FSS) Program with Scaletta Moloney Armoring Corporation, 6755 South Belt Circle

Drive, Bedford Park, IL 60638-4705. The Government will execute this action against FSS contract number GS-07F-0418X. Projected award is April 2020 and Fiscal Year 2020 Army

Procurement Appropriations Funds have been provided for this procurement.

An acquisition plan is not required because this procurement does not meet the threshold at

Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: This requirement is for the procurement of one Black 2019

Chevrolet 3500 Series Suburban Heavy Duty (HD) Commercially-Procured Heavy Armored

Vehicle (CHAV). This CHAV is specifically designed for the requiring unit’s congressionally authorized protection of , and

The vehicle must be armored using the Level D armoring specifications, using dual hard steel, with other specialized/customized equipment and delivered

The heavy duty 3500 series Suburban was specifically designed to safely and effectively support the weight of the heavy armor and additional mission load. Fully armored vehicle curb weight must not exceed

. The walls, floor, ceiling, and doors of the Chevrolet Suburban HD CHAVs will be designed with . In order to meet the requirements for safety and security, the windows of the Chevrolet Suburban

4. Authority Cited: Title III of the Federal Property and Administrative Services Act of 1949

(41U.S.C. 251, et. Seq) and Title 40 U.S.C 501, Services for Executive Agencies, as implemented by FAR 8.405-6 and substantiated by the following:

FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Reason for Authority Cited:

CHAVs are classified according to their intended characteristics, role, and use. The CHAV will be used to protect

. Although CHAVs are relatively safe based on their large, heavy size and protected vessel, they constantly have to be upgraded as weapons become deadlier in today’s society. The material that makes up most of the CHAV is what makes it armored. As new models are produced, they are upgraded with armors and equipped with better capabilities as seen in the 2019

Chevrolet Suburban HD CHAVs. In an effort to continue to provide the the requiring unit has provided specifications in the PWS to upgrade the CHAVs to reinforce the vehicle’s ability to withstand attacks from more sophisticated weapons and to extend longevity.

CHAVs will only be accepted from Contractors that receive regularly scheduled inspections, already possess a Defense Counterintelligence and Security Agency Secret level personnel, facility and safeguarding clearance for the production site, and have in-house armoring at a

CONUS production facility. The production facility must also have a Secret level clearance.

Production of the CHAVs shall be in compliance with the U.S. Department of Transportation and rules and policies. The 2019 Chevrolet Suburban HD CHAV has been inspected and approved by the Department of Transportation, and USA PBS CID Technical Team and found to be the only armored vehicle that complies with the unique law and regulations of this requirement. The Market Research described below revealed that, Scaletta Moloney Armoring is the only vendor who has a US based production facility that possesses a Defense

Counterintelligence and Security Agency Secret level facility and safeguarding clearance and a

Black 2019 Chevrolet 3500 Series Suburban Heavy Duty (HD) Commercially-Procured Heavy

Armored Vehicle (CHAV) that can be modified in accordance with the PWS specifications.

Alternatives: The Chevrolet Suburban HD CHAV is currently in use within the existing

, and replacing the product with a like alternative would require extensive evaluation, testing and qualifications. The only other vehicles which could be used for the heavy armor requirement are foreign vehicles (BMW, Mercedes and the Toyota Land Cruiser), all at significantly higher prices, not subject to US Congressional mandates for lighter, fuel efficient vehicles and are not currently acceptable to DoD leadership for CONUS requirements. Other hybrid vehicles, such as the Stryker family of Armored Fighting Vehicle and the M1128 Mobile

Gun System, can be configured to Infantry Carrier Vehicles, but are more costly and will not be able to fulfil this requirement because of the weight restrictions described below. Only General

Estimated Amount:

Motors/Chevrolet produces the 2019 Chevrolet Suburban HD CHAVs which is the only

American made vehicle in its class specifically designed to meet all the functional, technical and performance requirements of this procurement. Additionally, the drivers of the already have significant experience with the Chevrolet Suburban HD CHAV and have attended training specifically for handling heavy armored vehicles.

Due to the unique capabilities and weight of the specified armor packages, other lighter vehicles are not designed to safely carry the weight of the specified armor packages and cannot be modified to meet the agency’s existing needs. Any attempt to equip lighter vehicles with heavy armor would result in (i) immediate degradation of the vehicle frames, which is a safety hazard to all passengers, and (ii) degradation to the armor.

Failure to purchase the CHAV from Scaletta Moloney Armoring, will result in USA PSB CID mission failure and possible loss of life as there are no other US vendors that have a 2019

Chevrolet Suburban HD CHAV in their possession and have the necessary facility Security clearance. As a result, there are currently no acceptable alternatives to this proposed course of action.

6. Actions to Increase Competition: The requiring unit conducts continuous research and evaluation of alternative products across the spectrum of requirements, threats and technological advances in the marketplace.

7. Market Research: In accordance with FAR Part 10, market research was conducted for this requirement by the Contract Specialist, and Requiring Activity Point of Contact

(POC), from January – December 2019. The Requiring Activity’s POC, conducted GSA Advantage/eLibrary search for vendors who may provide CHAVs. The results of the market research indicated that three of the GSA vendors may have the capabilities to provide CHAVs. Market Research was conducted in conjunction with the and other Federal agencies with similar protection missions. The research effort also included participation in Federal agency armoring and protection working groups, briefings, information and reports from other technical and armor experts and internet and other available product literature published by CHAV manufacturers. The findings are other lighter vehicles are not capable to efficiently, effectively and safely support the heavy armor requirement necessary for the vehicle to protect the passengers inside. The 2019 Chevrolet

Suburban HD CHAV is the only US built armored vehicle that can meet all the functional, technical, and performance requirements of this procurement.
