JUSTIFICATION REVIEW DOCUMENT
FAR PART 6 JUSTIFICATION AND APPROVAL FOR OTHER THAN
FULL AND OPEN COMPETITION
Program/Equipment: This requirement is for a non-personal services contract to provide Defense Enrollment and Eligibility Reporting System (DEERS)/ Real Time Automated Personnel Identification System (RAPIDS) Common Access Card (CAC) support services for the Installation Management Command (IMCOM) at Fort Bragg, North Carolina
Authority: 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).

10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Therefore, in the interest of economy and efficiency, this follow-on requirement is immediately available from only the incumbent contractor for services described above. Government Support Services JV, LLC, possesses both the manpower and resources to immediately provide the needed support services for the duration of this short time frame.
As the incumbent contractor, Government Support Services JV, LLC, is currently in place
Going to another contractor, either through competition or other method would require additional time and expenses to the government just for the re-procurement effort for this short term requirement. This effort would occur at the same time that the re-procurement for the entire future requirement is taking place. This inefficient action would place a great burden in both manpower and resources on the MICC-Center Fort Bragg Contracting Office and the Fort Bragg DHR office.
It is clear that the simple act of extending these ongoing support services avoids an inefficient and expensive process to replace a contractor Therefore, approval for this action is an efficient and economical way to allow this follow-on requirement to be performed by the incumbent contractor. Government Support Services JV, LLC can proceed without delays or disruption until a new competitive award can be award by MICC- Center Fort Bragg without incurring additional costs or delays.
Given the magnitude of the follow-on contract effort and the critical need to be able to continue existing identification card services, it would be unduly disruptive to make a competitive award to a new contractor(s) for the brief two month period for which the extension will be needed.
Coronavirus (COVID-19) delayed the submission of the follow-on requirement package as the worldwide pandemic required immediate actions be taken. The identification card services was designated as a mission essential function service requiring a modification to the current contract. As COVID-19 advanced, unforeseen lessons were learned and the follow-on contract requirement was adjusted to account for the continual COVID-19 changes. The identification card services functional area took on the additional task of twice a day COVID-19 cleaning as required by the base public health office hampering services. In addition, the identification card facility was closed for a period of time
Identification Card Services are vital to every functional area performed on the Fort Bragg installation. Identification cards are required for entry to the base; logging into the
