Procurement History: This is not a new service contract for TMSS help desk and software support. The initial installation of the TMSS software was provided under Contract FA301619PA259 issued by the 502nd Contracting Squadron and awarded to Serco Inc. on 20 Sep 2019. This included initial training on the software and some help desk support. However, COVID-19 delayed the training and the contract ended on September 17 2020 without this training being conducted. Very little help desk support was provided as the majority of the time was spent on installation. This software was developed by Serco Inc. (FKA Alion Science and Technology). During the development phase, Serco Inc. retained rights to administering the software while under Government use.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable. Per FAR 15.404-1(b)(2) and FAR 15.404-1(c) (2)(iii), the basis for this determination will be through cost and price analysis and use of an Independent Government Estimate.

Certified cost and pricing data will not be required per FAR 15.403-1(b)(3) because the service being acquired has been determined to be commercial in nature.
