About this file

This document is a Justification and Approval (J&A) for a sole source procurement under FAR Part 13 Simplified Acquisition Procedures. The U.S. Army Mission and Installation Contracting Command (MICC)-JBLM is requesting a Firm-Fixed Price purchase order for a Stancil Digital Recording System upgrade to replace their existing voice logging technology. The total estimated value is $30,874.80. The upgrade includes 24 analog recording channels, a 2 TB RAID1 hard drive array, and other hardware and software components. WesTek Marketing is the sole authorized provider of Stancil voice logging equipment and services for the region. No other sources can provide the required Stancil technology, and the existing system is at the end of its life cycle. The Contracting Officer has determined the proposed pricing is fair and reasonable based on a comparison to GSA contract pricing.
