About this file
This Limited Sources Justification document details GSA's procurement of ArcGIS geospatial software from Environmental Systems Research Institute (ESRI) for the Public Buildings Information Technology Service (PB-ITS). The procurement includes 33 line items of ArcGIS software products, such as Desktop Advanced and Basic Concurrent Use Maintenance licenses, Online subscriptions, Enterprise extensions, and specialized analytical tools, covering a 12-month period from 03/31/2025 to 03/30/2026.
GSA is justifying the sole-source procurement based on ESRI's unique capabilities as the primary Geographic Information Systems software provider for the federal government. The agency argues that changing providers would require significant resources, including an estimated 1,440 labor hours and potential system downtime. The procurement supports GSA's compliance with the 2018 Geospatial Data Act, which mandates publishing national datasets on the Federal Geo Platform, and builds upon GSA's existing substantial investment in ESRI's GIS infrastructure across multiple applications and services.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. (Select one of the following options and delete all others that do not apply)
FAR 8.405-6(a)(1)(i)(b): Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized.
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Esri is the Geographic
Information Systems software provider to the federal government. The required GIS software and services are peculiar to one manufacturer, ESRI. ESRI is a federal leader in GIS practice and sits on the Federal Geospatial Data Committee. In October 2018, Congress passed the Geospatial Data Act
(GDA 2018) in which GSA is named as a covered agency with national datasets that must comply with the GDA. Agency Audits of GSA’s compliance with the GDA began March 2020. The GDA mandates that all public national datasets be published on the Federal Geo Platform which is an ESRI platform managed by the Department of the Interior. Fortunately, GSA has invested substantially over the past decade in setting up a robust, secure and compliant ESRI GIS infrastructure and has developed and published significant GIS applications, maps and services, both publicly and within
GSA. PB-ITS has also invested significantly in integrating the GIS infrastructure and deliverables into other PBS applications. In FY19, GSA Legal found that Google Maps’ User Level Agreement was not in compliance with federal laws and mandated that all applications using GIS delivery through Google Maps and other non-compliant GIS platforms stop immediately and migrate to PB-
ITS’ enterprise compliant ESRI GIS. PB-ITS partnered with application owners to migrate all GIS related applications to the enterprise GSA ESRI platform. The cost associated with changing providers would be $ for three contractors to replace the current team. It would be three months of down time while the infrastructure was replaced. 8 Months to rebuild the applications. This would result in over 1,440 labor hours of work needed to implement an alternate software solution.
5. A demonstration by the ordering activity- Contracting Officer- that the order represents the best value consistent with FAR 8.404(d).
Combined with the vendor’s technical capabilities as cited in Section 4 of this document and the proposed price, the Government has determined in accordance with the requirements as stated in the statement of work Esri offers the best value to the Government. Although GSA Schedule prices have already been determined fair and reasonable, price reasonableness will be determined through comparison of the vendor’s commercial price list, schedule pricing and IGCE. Pricing was obtained through a GSA Advantage part lookup and the independent government cost estimate (IGCE).
6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted.
In accordance with FAR Part 10, market research was conducted on March 4th 2025 on several schedule holders using the GSA Advantage search tool. Market Research determined ESRI is the only provider of the complete software requirements in full.
7. Any other facts supporting the limited sources justification. (List any other facts not otherwise categorized in the LSJ.)
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies or services is made.
Further Extensions or Renewals: In instances where brand name requirements are not required to meet the Government's needs, for similar requirements, they will be competed to the maximum extent practicable. For future acquisitions, the agency will continue to evaluate new technologies that may offer comparable features and quality while potentially allowing for broader competition. However, any changes will be carefully considered to ensure they do not compromise the high standards required for Presidential
Transition communications or disrupt the established workflow of the AV team.
