LIMITED-SOURCES JUSTIFICATION

In accordance with FAR 8.405-6(c)

(i) This is a Limited-Sources Justification for the Consumer Product Safety Commission

(CPSC), Office of Procurement Services.

(ii) CPSC awarded 61320620F0024 as an order off of GSA Schedule GS-35F-0507Y to Visual

Information System, Inc. on a limited-source basis for CIS Operations and Maintenance services.

(iii) CPSC requires technical support services on tasks supporting the Consumer Product Safety

Commission (CPSC) Legacy Commission Information Systems (CIS) by conducting operations, maintenance, enhancements, integration and development activities. Additionally, CPSC requires support services for CPSC CIS application related hardware and software installation and configuration. The total value of the award was $612,303.13.

(iv) The authority and supporting rationale for the limited-sources justification is 8.405-

6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures. The incumbent, Visual

Information Systems, Inc (VSI), developed and deployed the lifeblood systems at CPSC.

VSI provides services for the continued development or production of a major system, Integrated

Field System, (IFS). The contractor is the most familiar with the customer population, operational considerations, and technical challenges.

There are current task orders that are being executed by the current contractor (VIS) and the period of performance is September 30, 2020. To avoid overlap with more than one contractor working in the same servers and applications, we are extending the current O&M contract.

These services are vital to CPSC and they need to be continued, without interruption. CPSC would like Visual Information System, Inc. to remain on the job in order to properly train and transfer knowledge to another contractor, if necessary.

(v) The contracting officer has determined that the order represents the best value consistent with 8.404(d). The price is deemed fair and reasonable, because the labor rates on GSA

Schedules were competitively awarded. The contractor has also reduced the labor rate prices that are published on GSA Schedule GS-35F-0507Y.

(vi) Due to the nature of the acquisition and the unique qualifications of the proposed contractor as described in section 4 and 5 above, the Government market research was not conducted.

However, the Government will seek competition for these services in subsequent acquisitions.

(vii) Due to unique circumstances, the contractor is already providing some of the services under current task orders and the period of performance is September 30, 2020. However, there are other services that VSI was performing on previous task orders and those services need to continue. To avoid overlap with more than one contractor working in the same servers and applications, we are extending the current O&M contract. These cost would be duplicated.

(viii) The contracting program office will continue to search the market place for potential sources on GSA e-Library. CPSC will conduct an open competition for future actions.

(ix) The contracting officer certifies that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.

(x) Technical personnel who provided supporting data, which forms the basis for this justification have certified that the information is complete and accurate.

(xi) The contracting officer has determined that the circumstances at FAR 8.405-6(a)(1)(i)(B) apply to this acquisition.
