About this file

This document is a Sole Source Justification form for a simplified acquisition by U.S. Immigration and Customs Enforcement (ICE). The document justifies a 15-day extension of a firm-fixed price purchase order for portable lavatory and laundry trailers to support emergency operations at Naval Station Great Lakes for the United States Border Patrol. The original procurement was made on August 29, 2025, for use from 9/2/2025-9/30/2025, and this extension covers the period 10/1/2025-10/15/2025.

The sole source vendor is Stahla Services LLC from Springfield, NE, which was selected based on having the lowest pricing and ability to meet urgent delivery requirements. The contracting officer determined the pricing fair and reasonable after reviewing two companies with active System for Award Management (SAM) registrations, comparing proposed prices to commercial pricelists and historical prices, and considering the cost-effectiveness of extending the existing services rather than initiating a new procurement. The justification is based on urgent and compelling circumstances that require rapid access to additional portable facilities to accommodate an influx of personnel for enforcement and removal operations.

to accommodate an influx of personnel at the Naval Station Great Lakes for United States Border Patrol. The naval station facilities currently available cannot accommodate the influx of personnel required for enforcement removals operations. Short description of how price was determined fair and reasonable:

The contracting officer reviewed a list of companies offering these services and obtained pricing estimates for the requirement of lavatory and laundry trailers meeting the field office needs in August 2025. There were two companies that had active System for Award Management (SAM) registrations, Stahla had the lowest pricing and was able to meet the urgent delivery requirements for the operations in September. The contracting officer reviewed the pricing provided for the extension of 15 days, taking into consideration the cost of delivery and set-up and determined that it is most cost effective to extend the services.

The contracting officer determines that the price is fair and reasonable based on a comparison of proposed prices to commercial pricelists as well as historical prices paid, whether by the Government or other than the Government, for the same or similar items.

5. Approval of the Contracting Officer:
