About this file

This document is a Single Source Justification (SSJ) for a sole-source procurement of an American Chemical Society (ACS) Publications database subscription. The Air Force Research Laboratory (AFRL) Library Council requires a comprehensive electronic research database covering chemical science and related fields for the period of April 1, 2025 through March 31, 2026, with a total value under the Firm-Fixed-Price order. The subscription will support AFRL's mission by providing scientists and engineers access to full-text, peer-reviewed journals and research materials across eight technical directorates, the Air Force Office of Scientific Research (AFOSR), and the Air Force Institute of Technology (AFIT).

The sole-source justification emphasizes that ACS is the only vendor capable of providing this specific research database, with unique, copyrighted content not available from other sources. The database offers unlimited simultaneous user access, downloadable offline content, and comprehensive coverage of chemical science topics. The procurement will be conducted as a special notice with a response deadline of March 18, 2025, at 12:00 PM EST. Potential respondents must submit a 10-page capability statement to Glenn Wellman, identifying their business size, socioeconomic status, and CAGE/DUNS numbers. The government retains discretion to compete or not compete the requirement based on received responses.

Section B: Description of the Supplies/Services Required

The Air Force Research Laboratory (AFRL) Library Council, including the Air Force Institute of Technology (AFITI, requires a subscription to the American Chemical Society (ACS) research literature database, ACS Publications, which hosts ACS content.

The subscription period will run from 01 April 2025 through March 31, 2026. This subscription will align with the laboratory's mission to "lead the discovery, development, and integration of warfighting technologies for our air, space, and cyberspace forces." The database will support the AFRL Library Council's mission by providing essential research materials that meet the Air Force Research Laboratory's and Air Force Institute of T echnology's research and development goals.

The ACS subscription will offer highly focused content in the field of chemical science and related areas. It will provide a tailored collection of electronic reference resources for scientists and Engineers(S&E)s, Faculty and students, including access to full-text titles and peer-reviewed journals. Given the diverse research missions of the individual AFRL technical directorates, the database must be comprehensive and enable S&Es to efficiently research required chemical science topics. The resource must provide full-text titles from the American Chemical Society (ACS) professional scientific society. These materials should be accessible through the individual AFRL and AFIT libraries' websites or intranet sites via EZproxy or Open Athens authentication services.

Additionally, the database should have its own interface, accessible through an independent website. The resource must also allow for material to be downloaded for offline access in low or no internet connectivity situations. It should provide online research tools from professionally curated and peer-reviewed sources, offering trusted information in abstracts, articles, and electronic journals, with a focus on the specified subject areas.

Period of Performance: 01 April 2025 through 31 March 2026 Funding: FY25 3400 & 3600

Section C: Justification for Soliciting from a Single Source or Brand Name

AFRL library users require up-to-date, real-time access to an electronic reference resource focused on the many sub-fields of chemical science, specifically, relating to aerospace engineering and materials science. The American Chemical Society (ACS) offers exclusive content not available from any other vendor in the market which includes the ACS Publishing electronic journals. The ACS Publishing database is available for unlimited simultaneous user access, and features full-text content that can be downloaded for offline use. The ACS Publishing database is only available from ACS. Topics covered in this subscription include all aspects of the field of chemical science. This ACS database provides access to in-depth, peer-reviewed research in the area of chemical science and allied fields. No other vendor is able to provide the expansive collection of academic literature required by the libraries.

The ACS Publishing database is vital to the ongoing mission, outlined in detail (Section 8), of AFRL. There is no other collection of peer-reviewed academic literature in the field of chemical science comparable to the copyrighted content of the ACS Publishing database provided by the American Chemical Society. The depth and breadth of their database is an essential quality to the AFRL libraries' requirements. This subscription will need to meet the information needs of a wide variety of AFRL scientists and engineers (S&Es). This resource will provide information and data to technical libraries serving all eight AFRL technical directorates and the Air Force Office of Scientific Research (AFOSR), and AFIT's requirement is for a subscription database that meets the demands of high level technical services. The subscription must offer the collection and services to meet the needs of a broad user base, provide high quality resources, and be accessible in all locations. The depth and breadth of the ACS Publishing database make it the only feasible supplier that can meet the AFRL libraries' needs and provide customers with an
