Version – October 2019 FOR OFFICIAL USE ONLY stification for Single Justification FAR 13.106-1(b)(1) – Simplified Acquisition

1. AQM Contracting Office: USDA Forest Service Regional Office Atlanta, GA

2. Description of Action: James Wettstaed requests a firm-fixed price contract with Stratum Unlimited.

3. Description of Supplies/Services – Acquisition of services for conservation of vandalized rock art. Chattahoochee-Oconee NF Heritage Program is seeking to contract single source due to urgency and no other vendors in area.

4. The rationale or circumstances for limiting competition

In accordance with Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold.(i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available.

Through our market research we have been able to find one vendor with the certified knowledge, experience, and ability to perform the work. Removal of graffiti and conservation of rock art is a specialized skill that is not widely practiced. Errors in this work can permanently damage a site.

In addition, it is important to remove the graffiti as soon as possible because the presence of such vandalism can lead to further vandalism to the site.

One of the consultant’s primary areas of expertise is rock art conservation. In the last five years alone, he has conducted restoration projects in Alabama, California, Montana, Nevada, New Mexico, North Carolina, and Wyoming. He has also published 13 papers about rock art conservation in professional journals and edited volumes. In 2010 he conducted conservation work on the Hickorynut Mountain Petroglyph Site on the Chattooga River Ranger District.

5. A description of the market research conducted and the results or a statement of the reason Market Research was not conducted

Due diligence was done to find other sources that have the unique qualifications that are sought regarding rock art conservation within the resources of the agency with no success. There are no contractor within the Southeastern United States who perform these services. As a result of market research, the Forest Service has determined that there is no reasonable expectation that acceptable offers will be obtained from at least three contractors that can fulfill this requirement.
