About this file

This document is a Limited Source/Brand Name Justification under FAR 13.106-1(b)(1) for a simplified acquisition of the Regional Economic Modeling Incorporated (REMI) Policy Insight Plus (PI+) maintenance data. The USDA APHIS NWRC Economics Project has a requirement for the REMI PI+ software and data to facilitate analysis of economic impacts of wildlife damage management. The REMI PI+ software is proprietary and only available from REMI. The estimated value of the 1-base year and 4-option year contract is below the Simplified Acquisition Threshold. The USDA intends to award a sole source contract to REMI for the REMI PI+ Annual Maintenance service. Responses to this special notice are due by September 20th, but this is not a request for competitive proposals - the USDA will only consider responses that provide clear and convincing evidence that another source can fulfill the requirement.

United States Department of Agriculture Limited Source/Brand Name Justification

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting activity.

Requesting Agency:

USDA APHIS WS NWRC Economics Project

Contracting Activity:

USDA APHIS MRPBS AAMD

2. Description of supply or service required to meet the agency’s needs.

The USDA APHIS WS NWRC Economics Project has a requirement for the Regional Economic Modeling Incorporated Policy Insight Plus (REMI PI+) maintenance data to facilitate analysis of the economic impacts of wildlife damage and wildlife damage management performed for other Government agencies, private industry customers and stakeholders.

The REMI PI+ software update is used in the REMI modeling framework and is the state-of-the-art in regional economic modeling. This framework allows for the estimation of wildlife damage and damage management to be measured in terms of macroeconomic indicators such as regional GDP and employment.

The REMI software and model is proprietary and is not available from any other company. The REMI database and platform was built up over time with tens of thousands of variables and thousands of equations used to describe the economic linkages in a region.

3. The rationale or circumstances for limiting competition.

This is a commercial item with an exclusive patent license. The REMI Insight Plus software is the only software of its kind that meets the requirements of NWRC. It is available through no other source.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

Market research was performed in accordance with FAR Part 10, including internet searches and contact with contractors that provide similar licenses. The result of this market research found that there were no contractors that could provide an equal supply/service to the REMI platform.

5. Estimated price, including all options, if applicable.

The estimated value of a one-base year and four-option year contract is below the SAT.

6. Recommended source(s).

Regional Economic Models, Inc.
