About this file

This document is a Single Source/Brand Name Justification form for a sole-source procurement by the USDA Animal and Plant Health Inspection Service (APHIS). The agency seeks to purchase a "PremiumCare" onsite maintenance package for two Eppendorf epMotion 5073 automated pipette systems from Eppendorf North America, Inc. The $50K-$80K procurement includes a full annual preventive maintenance service program with parts, labor, and travel, hardware and software support, next-day instrument exchange, and a 10% discount on additional services.

The justification emphasizes that Eppendorf is the sole manufacturer capable of providing Eppendorf-trained technicians to maintain the laboratory's instruments, which is critical for maintaining the laboratory's ISO/IEC 17025:2017 accreditation. Market research confirmed no alternative contractors can provide the required specialized maintenance. The contract will be awarded under the Simplified Acquisition Threshold (SAT) and has been reviewed and certified by the Contracting Officer, Kim Yen Tu, and Program/Technical Personnel, Daniel Milliken.
