About this file
This document is a Limited Source/Brand Name Justification under FAR 13.106-1(b)(1) for a simplified acquisition of a Steris Reliance 300XLS Laboratory Glassware Washer for the USDA Food Safety and Inspection Service (FSIS).
The USDA FSIS Western Laboratory requires a specific single-door, electric-heated glassware washer from Steris Corporation to clean chemistry glassware used for regulatory testing. The Steris washer is needed to reach the high temperatures required to thoroughly clean the glassware and maintain productivity, and it is compatible with the laboratory's existing infrastructure and maintenance contracts. Market research was conducted, but no other vendor could meet the technical requirements. The estimated price for the one-time purchase is $32,848. The USDA intends to award this requirement to Steris Corporation.

United States Department of Agriculture Limited Source/Brand Name Justification
FAR 13.106-1(b)(1) – Simplified Acquisitions Control No. (if applicable) N/A
1. Identification of the agency and the contracting activity.
Contracting Activity:
Karen Petty, Contracting Officer Karen.petty2@usda.gov USDA, FSIS, Office of Administrative Services Procurement Management Branch 5601 Sunnyside Avenue, Maildrop 5230 Beltsville, MD 20705-5230
Requesting Activity:
Curtis Adams, Curtis.adams@usda.gov ,Western Laboratory
USDA, FSIS, Office of Public Health Science 800 Buchanan Street Albany, CA 94710
2. Description of supply or service required to meet the agency’s needs.
The Western Lab is in need of a Reliance 300XLS, Single Door, Electric-Heated (208V, 3- PH, 3-Wire, 60 Hz), Printer, Non-Vented Stainless-steel Laboratory Glassware Washer, including cabinet enclosed washer that can accommodate three loading accessories for simultaneous processing of various size laboratory glassware. Color touch screen microprocessor control system provide for cycle set-up, selection, monitoring and cycle alarms are also needed. The washer is equipped with a manual drop-down door that is constructed of double pane tempered glass. Three detergent injection pumps are included.
Seismic Mounting is included to meet the OPHS’ needs.
3. The rationale or circumstances for limiting competition.
The Steris equipment will be used to clean chemistry glassware that is used for regulatory testing. The glassware is exposed to various organic tissues, including fat and muscle, as well as chemical residue contaminants. It is critical that these are thoroughly cleaned between uses to ensure accurate regulatory results. This Steris equipment was identified to both reach the needed conditions to clean chemistry glassware, as well as maintain the needed throughput to maintain glassware stock for continued timely operations.
Steris’ Reliance unique sump design, smart filling/drying and heat recovery technologies reduce utility and detergent consumption. It accommodates various sizes of glassware, plastic and metal goods. All the accessories, fittings and consumables from the current existing Steris washers can be used in the new washer.
Additionally, due to the limited electrical panels and water sources at the WRRC campus where Western Lab is located, all equipment must be approved by ARS facility staff prior to purchasing.
The contractor’s system is the only option with appropriate water and steam input that can fit in the available space with the current facility set up. Other systems would require more facility mailto:Karen.petty2@usda.gov mailto:Curtis.adams@usda.gov upgrades, increasing the cost and delaying the installation.
Additionally, the current maintenance agreement is under this contractor. All current washer units at Western Lab are from Steris. Using a new contractor would require an additional contract that would cost more than merely adding on to the current services.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research was conducted with VWR and Fisher Scientific for the washer. VWR was researched, a cheaper option was available, however, the VWR option does not accommodate as high a temperature as the Steris washer, which is needed to clean chemistry glassware for residue analysis. It also has less cycle options than the Steris, which means it would take longer to do a load, leading to delays in having glassware available for use. Fisher was also consulted and again, the temperature limit is lower and the number of cycle options is also less.
OPHS needs the Steris cabinet-type washer because it is equipped with a control system. It is programmed with five adjustable cycles, additional cycles are available for customized programming to meet out specific operating requirements, and cycles to meet all the cycle needs required for the glassware and laboratory goods. It has a built- in detergent drawer that saves space in the laboratory. The touch screen memory can save up to 10 processing cycles that are programmable. The Western Laboratory has a service contract with Steris for sterilizers. The Steris washer can be added to the already existing contract. Additionally, the laboratory personnel are already familiar with the equipment. The Steris engineer is local readily available and visits the facility at least twice a month.
5. Estimated price, including all options, if applicable.
$ 32,848. This is a one-time order with no options.
