About this file
This document is a Limited Source/Brand Name Justification from the United States Department of Agriculture for the United States Forest Service. The agency requires continued maintenance and technical support for Bridge Rating & Analysis of Structural Systems (BRASS) software from the Wyoming Department of Transportation. The software is used to perform load ratings on timber bridge structures across 10 Forest Service locations, covering nearly 90% of their bridge inventory. Market research confirmed BRASS is the only software fully compatible with State Department of Transportation requirements for wood structures, and alternative software would complicate safety certifications and potentially require bridge closures.
The justification covers BRASS Software Maintenance for three types of licenses (Culvert, Girder, and Pier) at multiple locations including Campton, NH; Ogden, UT; Golden, CO; and others. The recommended source is the Wyoming Department of Transportation, with a period of performance from October 1, 2025 to September 30, 2026. The document emphasizes that BRASS is the exclusive software for submitting structural analysis results and is essential for collaboration between federal, state, and local agencies to meet public safety access requirements for wooden bridges and structures.

United States Department of Agriculture Limited Source/Brand Name Justification
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting activity.
The requisitioning activity for the requirement is the United States Department of Agriculture (USDA), United States Forest Service (FS), Chief Information Office (CIO) and the Contracting Activity is the United States Forest Service, Procurement & Property Services (PPS) National Procurement Operations, Information Technology Contracting Branch. (ITCB).
2. Description of supply or service required to meet the agency’s needs.
The Forest Service is to use Bridge Rating & Analysis of Structural Systems (BRASS) Software from the Wyoming Department of Transportation (WYDOT) to perform load ratings on timber bridge structures for the safe operation of FS owned bridges, roads, boardwalks, wooden walkways, facilities, and other structures.
BRASS software is used across all FS regions to perform load ratings on timber bridge structures which comprise nearly 90% of all the FS bridge inventory. Most structural analysis software alternatives can only perform analysis on steel or concrete ratings.
This request is for continuing the maintenance and technical support of BRASS software licenses for the 10 locations.
BRASS Software Maintenance Types and Quantities:
BRASS - CULVERT Annual Maintenance; Multiple Locations (10) BRASS - GIRDER Annual Maintenance; Multiple Locations (10) BRASS - PIER (LRFD) Annual Maintenance; Multiple Locations (10)
Locations: Campton, NH – Ogden, UT – Golden, CO – Park Falls, WI – Ironwood, MI – Portland, OR – Springfield, OR – Missoula, MT – Washington DC – Milwaukee, WI
3. The rationale or circumstances for limiting competition.
BRASS is the State Standardized tool utilized by all state and federal agencies to submit BRASS Software results, reports, and analysis as required to meet all State Public Safety Access requirements for wooden bridges, wooden shelters, wooden structures, broadways and wooden walkways.
The use of any alternative load bearing analysis software would complicate and delay the FS getting its wooden bridges and wooden structures certified for public use. These delays would necessitate the possible closure of bridges, wooden buildings and boardwalks, and wooden walkways until the State Certification for Safety were met. More importantly, alternative software would not be compatible with partnering and collaborative agencies.
The BRASS Suite of Program software is owned, produced, marketed and distributed exclusively by the Wyoming Department of Transportation (WYDOT). Collaborating with and adhering to State Department of Transportation (DOT) requirements are currently the only option for the Forest Service.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research has determined that there are no other applications available that are fully compatible with State DOT requirements for wood structures and the BRASS Suite of Programs are only programs offering what the Forest Service needs. It is essential that the FS applications are fully compatible with the applications in use by other the other Federal, state, and local cooperators. All Federal and State DOTs are required to collaborate with the FS and vice versa for the public safety access the use of the BRASS software is the only option available.
5. Estimated price, including all options, if applicable.
