Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFLCMC/PZIBA
Project/Program Name: Immunohistochemistry Stain Instrument and Detection Kits
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The previous contract that provided the Immunohistochemical instrument with all service and technical support has expired.
The Government requires an immunohistochemical staining instrument capable throughput of 90 in-vitro diagnostic stained slides per day. The instrument would include all service and technical support, as well as consumable supplies to be used by the system.
1. High quality in-vitro diagnostic antibody stains ready to use (80% or greater from the vendor).
2. Capable of staining 90 samples per day, 1-30 slides with independent processing/functionality for each position.
3. Biotin free staining kits, capable of red and brown labeling labeling of antibodies using Opti-view DAB, Ultaview Red, or Bond Polymer refine red detection, Bond polymer detection kits.
4. Continuous adding of slides, antibodies and kit reagents.
5. Ready to use in-vitro diagnostic antibodies.
6. Capable of using other IVD vendor antibodies.
7. Automatic baking, deparaffinization, cell conditioning and staining, IHC, multi-parameter staining.
8. Perform repairs, scheduled maintenance, and provide parts.
Section C: Justification for Soliciting from a Single Source or Brand Name
Various vendors were researched and considered in-depth. It was determined that only two companies, Leica Biosystems and Roche Vetana were capable of providing complete instrumentation and in-vitro-diagnostic antibodies currently used by pathologists at the Wright Patterson Medical Center to diagnose and treat patients. Of these two vendors, it was determined that only the Leica Biosystems model (Bond and Bond Max System) is physically able to fit in the current laboratory location.
Additionally, extending with the current vendor would allow the current instrument to stay providing a stable reliable continuity.
The Leica Biosystems instrument is a bench-top model, which its competitor doesn't offer. There currently is not space in the Wright Patterson Medical Center laboratory for the competitors model without significant remodeling. There is a plan to remodel over the next 3-5 years which would allow competition at that time.
Section D: Efforts to Obtain Competition
Market research identified two companies able to provide these instruments and service. Only one provides a bench top model that would fit in our current laboratory space requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
There are currently future remodel plans (over the next 3-5 years), which would include the floor space needed for any
