About this file

This document is a Brand Name Justification (BNJ) under FAR 13.106-1(b)(1) for a Simplified Acquisition. The USDA APHIS-FADDL-NBAF requires the proprietary SoftMax Pro GxP software from Molecular Devices to operate their Versa Max plate readers, of which they have 11 units. The GxP version is needed to ensure data file compatibility between the NBAF and Plum Island laboratories during the transition. No other vendor can provide this specialized software, as Molecular Devices holds the proprietary rights. The estimated price for 3 software licenses and installation is included. The related Federal Contract Opportunity is a solicitation (12639523Q0197) for the Molecular Devices SoftMax Pro GxP Software Bundle.

Text version

United States Department of Agriculture Brand Name Justification

FAR 13.106-1(b)(1) Simplified Acquisitions Control No. (if applicable) ______________________

1. Identification of the agency and the contracting activity.

APHIS-FADDL-NBAF-DSS

2. Description of supply or service required .

SoftMaxPro GxP is software for Molecular Devices VersaMax Plate Readers, of which NBAF has eleven.

3. The rationale or circumstances for limiting competition.

This software is proprietary and specifically designed to be used with the Molecular Devices VersaMax plate reader, which is what we currently have in our APHIS-FADDL-NBAF and Plum Island labs.

APHIS-FADDL-Plum Island uses the "GxP" version of the software and the version we currently have at FADDL-NBAF is not the "GxP". GxP has audit trail capability and has a different file extension when it saves the run data files, thus only the GxP version can open them. With the transition of Plum Island to NBAF occurring, it will be vital to be able to open run data between locations to ensure continuity.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

No other vendor is able to provide this software as it is specific for the Molecular Devices Versamax plate reader and is proprietary. Only Molecular Devices LLC employees have access to the source code.

In order to utilize another vendor NBAF would have to purchase different Plate readers, which would then only be supported by their own proprietary software.

5. Estimated price, including all options, if applicable.

This quote includes installation on 1 computer with 3 licenses which would meet our needs at FADDL-

NBAF.
