About this file
This document is a Brand Name Justification under FAR 13.106-1(b)(1) for a Simplified Acquisition. It describes the requirement for the SoftMaxPro GxP software, which is proprietary software specifically designed to be used with the Molecular Devices VersaMax plate readers that APHIS-FADDL-NBAF and Plum Island labs currently have. The justification outlines the rationale for limiting competition to only Molecular Devices LLC, as they are the sole source provider of this specialized software. The estimated price for the software, including installation and 3 licenses, is provided.
The related federal contract opportunity is a Special Notice for a proposed sole source contract with Molecular Devices LLC to provide this GxP software to support the VersaMax Plate Readers. The contract will be a firm-fixed price with a base and four option years, awarded under the Simplified Acquisition Procedures up to $7.5 million. The government is not requesting proposals or quotes at this time, but is seeking capability statements from responsible sources who can fulfill the requirements by the specified deadline.

United States Department of Agriculture Brand Name Justification
FAR 13.106-1(b)(1) Simplified Acquisitions Control No. (if applicable) ______________________
1. Identification of the agency and the contracting activity.
APHIS-FADDL-NBAF-DSS
2. Description of supply or service required .
SoftMaxPro GxP is software for Molecular Devices VersaMax Plate Readers, of which NBAF has eleven.
3. The rationale or circumstances for limiting competition.
This software is proprietary and specifically designed to be used with the Molecular Devices VersaMax plate reader, which is what we currently have in our APHIS-FADDL-NBAF and Plum Island labs.
APHIS-FADDL-Plum Island uses the "GxP" version of the software and the version we currently have at FADDL-NBAF is not the "GxP". GxP has audit trail capability and has a different file extension when it saves the run data files, thus only the GxP version can open them. With the transition of Plum Island to NBAF occurring, it will be vital to be able to open run data between locations to ensure continuity.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
No other vendor is able to provide this software as it is specific for the Molecular Devices Versamax plate reader and is proprietary. Only Molecular Devices LLC employees have access to the source code.
In order to utilize another vendor NBAF would have to purchase different Plate readers, which would then only be supported by their own proprietary software.
5. Estimated price, including all options, if applicable.
This quote includes installation on 1 computer with 3 licenses which would meet our needs at FADDL-
NBAF.
Estimated Price:
