SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

1. Agency and contracting activity. Department of Commerce, NOAA Acquisiton and
Grants Office (AGO), Eastern Acquisition Division (EAD), Office of Marine and Aviation Operations (OMAO), Acquisition, Analysis, and Accountability Branch, NOAA Ship Pisces.
2. Description of supplies or services required to meet agency needs (including the estimated value). Complete the repair/replacement of components to restore Markey Winch SN 16332-2 to full operational capability in the estimated amount of
3. Identification of the single source or the brand name to be solicited.
Markey Machinery Company Inc.
7266 8 h Ave South, Seattle, WA 98108 Attn: John Davis

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
This winch was originally ordered for installation onboard the Nancy Foster, but it could not perform the specific missions of the ship, so it was put up in long-term storage. With a possibility of the Pisces needing an additional winch, this winch was sent back to Markey Machinery Co, Inc. for them to perform an OEM inspection to determine what would be needed to return the winch to operational. The winch is currently onsite at Markey Machinery Co, Inc. following the initial inspection (PO 1333MK22PNMAN0128). A stop work was issued after receiving the quote to repair, which exceeded the Field Delegate’s warrant limit. It would not be cost efficient for Markey Machinery Co, Inc. to assemble the winch for shipping to another KTR to perform repairs, as the winch is extremely large and heavy. Markey is the Original Equipment Manufacturer (OEM) of the DESH-5 winch SN 16332-2.
5. Market Research.
Markey Machinery Co, Inc. is the OEM of the DESH-5 winch, and as the OEM, they are the most technically capable company to perform an inspection of their own winch. Market research showed there are no authorized services center who can repair the winch.
