About this file
This document is a justification for a single source determination using simplified acquisition procedures for the procurement of two Vogelsang VX100 pumps from Vogelsang to replace failed pumps aboard the NOAA ship Hassler. The Department of Commerce NOAA Office of Marine and Aviation Operations requires the pumps to make the ship habitable again after it became uninhabitable due to failed pumps. Modifying the ship's piping system to accommodate pumps from another manufacturer would introduce unnecessary delays and costs. Procuring the pumps from Vogelsang will allow the crew to move back aboard the Hassler and be ready to sail on mission, avoiding costs such as extended hotel stays, engineering and regulatory reviews, and contractor work to modify piping. The related solicitation is for the vacuum pumps from Vogelsang with solicitation number NM-AN2120-23-01769 issued by the Department of Commerce National Oceanic and Atmospheric Administration.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
NM-AN2120-23-01769
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value). The ship Hassler is in need of two Vogelsang VX100 pumps to replace failed pumps (see CASREP 2023-05)
3. Identification of the single source or the brand name to be solicited. (Name, address, POC, phone number.)
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.
□ Utilizing a different brand pump than currently in use will very likely require modification to system piping, in order to successfully connect to the pumps.
□ Modification of system piping will drive unnecessary repair delays and may result in a significant cost increase to the tax payers.
o Modification of system piping and installation of different-branded pumps will drive additional modifications required to ship’s drawings (and Regulatory reviews), SAMM updates and additional document control efforts.
□ The ship is currently uninhabitable. As such, the crew is temporarily living in hotels and the ship cannot go on mission. It is in the Government’s best interest to procure the Vogelsang pumps for Hassler so that the crew may move back aboard and be ready to sail on mission. A non-exhaustive list of cost savings (by buying brand name) is suggested as follows:
o Hotels o COMSUBS o Engineering (research, drawing updates) o Regulatory (reviews & approvals) o Contractor (pipe rework)
Environmental (opening black water system for work) o Mission down-time mailto:schilders@Heywardinc.com mailto:dladd@heywardinc.com
