Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-23-AP-2589

1. Contracting Activity: Department of Veterans Affairs, VISN 04, James E. Van Zandt VA Medical

Center, Altoona, PA 16602 / 2237# 503-23-2-225-0092

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

James E. Van Zandt VA Medical Center, Altoona, PA, requires the brand name only purchase of an Olympus OTV-S200 Visera Elite II Surgical Imaging System for use in the Urology Department.

The estimated value of this acquisition is $ 121,465.81.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Components of this system include a trolley to hold the system in a compact manner, HD Ultra-Lightweight Camera Head, HD printer, HD Monitor on compact arm, scope connectors, sterilization cases, and connectors. The Olympus OTV-S200 is designed to streamline endoscopic procedures providing everything in one compact device. This system promotes accurate diagnosis and precise surgical treatment by achieving reproduction of natural color, fine patterns, and structures of tissue via LED light.

The Altoona VAMC requires the purchase of the OTV-S200 Imaging system to ensure connection and interface with existing Olympus diagnostic equipment and endoscopes currently in use in their surgical suites.

The current inventory of existing Olympus Surgical Imaging Systems has proven insufficient to meet the increase in cases within the Surgical Department, and additional equipment is needed to meet demand and serve our Veteran patients. Purchase and utilization of any other brand of equipment would increase patient risk due to the possibility of faulty equipment connections. In addition.

another brand would require the establishment of sterile processing procedures and new equipment training for both the Surgical and Sterile Processing Service staff, increasing costs in both money and time beyond just that of purchasing a new brand of equipment. Maintaining the Olympus brand allows the James E. Van Zandt VA Medical Center to provide the best possible care ot Veteran patients.

4. Description of market research conducted and results or statement why it was not conducted: As part of the customer’s market research, a Letter of Authorization and quote was obtained from Alliant Enterprises LLC, the sole authorized distributor of Olympus for Government requirements.

Olympus also provided a direct quote for the items needed. Olympus sells most of the items against existing FSS contract 36C79721D0168. Alliant is able to provide the itens either via open market or via their eCAT contract.
