About this file

This Sole Source Justification document details an emergency procurement by the VA Greater Los Angeles Healthcare System (VAGLAHS) for Cardiovascular Technologist Staffing Services. The contract will be awarded to A-Team Solutions, LLC for the period 10/20/2025 - 04/30/2026, with a total contract value of $687,431.90. The procurement is being conducted under FAR 13.5 Simplified Procedures for Certain Commercial Items, with the justification based on unusual and compelling urgency.

The contract requires 7 full-time equivalent (FTE) Cardiovascular Technologists who will assist cardiologists during procedures, perform diagnostic tests, operate medical equipment, monitor cardiac rhythms, and provide patient care. The emergency stems from an incident with the current contractor where a technologist left a surgical procedure without backup, potentially compromising patient care. Pricing includes a regular rate of $89.87 per hour, overtime rate of $125.82 per hour, and an on-call rate of $10.00 per hour. The subsequent contract will be re-competed as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside.

Acquisition ID#: 36C262-26-AP-0932

DEPARTMENT OF VETERANS AFFAIRS

SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH FAR 13.5

Acquisition Plan Action ID: 36C262-26-AP-0932

1. Contracting Activity: Department of Veterans Affairs, NCO 22, VA Greater Los Angeles Healthcare

System (VAGLAHS)

2237: 691-26-1-021-0006

2. Nature and/or Description of the Action Being Processed:

The VAGLAHS has an emergency requirement for a contractor to furnish Cardiovascular Technologist Staffing Services to beneficiaries of VAGLAHS. The emergent and critical nature of this procurement, especially considering current contractor performance that places patients at increased risk, requires an immediate award to continue services. A separate formal justification will be drafted.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The VA Greater Los Angeles Healthcare System (VAGLAHS) has an emergency requirement for a contractor to furnish Cardiovascular Technologists to beneficiaries of VAGLAHS. The contract technologists function as the first assistant to the Cardiologist during the cardiovascular procedure. Duties and responsibilities include:

• Performing a wide range of diagnostic tests and support duties such as the collection of blood samples for analysis for research, coagulation studies and blood gas determination.

• Operating radiologic fluoroscopy equipment to allow the medical team to appropriately visualize images during the procedure.

• Assisting or performs testing such as electrocardiograms (ECG), intravascular ultrasound, intracoronary pressure wire, drug exercise challenges, and the administration of dynamic electrocardiographic monitoring (Holter) analysis.

• Monitoring cardiac rhythms and able to recognize abnormal and life-threatening rhythms.

• Performing other monitoring procedures such as oximetry, blood pressure, arterial monitoring, intracardiac monitoring and able to recognize abnormal readings.

• Performing patient care procedures such as applying dressings, and collection of specimens or blood samples for analysis, and removal of access sheaths.

The Period of Performance (PoP) for this requirement is 10/20/2025 – 04/30/2026. The total contract value is $687,431.90.

4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

( ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

(X) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert

Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

An incident occurred with the current contract (36C26221D0014 with an expiration date of 01/31/2026) that negatively impacted patient care. During a surgical procedure, a contracted Cardiovascular Technologist left the procedure because their shift was over. The individual did not provide for back-up coverage, leaving the surgical team without complete staffing. This incident most likely occurred because the current contractor was having financial issues that caused them to miss paying their employees for the prior pay period. This situation was part of an overall pattern of contract issues that are now resulting in failure to perform and the potential for performance issues in the future. Due to the direct impact on veteran care, it is critical that a new contract be immediately awarded to continue these services. Hence, this acquisition strategy is considered an emergency. Posting a solicitation would delay an already urgent request. A-Team Solutions, LLC is currently performing Cardiovascular Technologist Staffing Services with the VA San Diego Healthcare System (VASDHS) and is positioned to perform the same at the VAGLAHS.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Market research for Cardiovascular Technologist Staffing Services for a new contract with an anticipated start date of 02/01/2026 was conducted for the VAGLAHS and is current as of 10/07/2025. Sources Sought 36C26226Q0016 seeking capability to provide Cardiovascular Technologist Staffing Services at the VAGLAHS was posted on Contract Opportunities on 08/28/2025. Market research recommended a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. A-Team Solutions responded to the Sources Sought and was deemed capable of performing. The upcoming new requirement will be re-competed as an SDVOSB set-aside.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

A-Team Solutions provided their quote for the Period of Performance of 10/20/2025 – 04/30/2026 and is as follows:

Services Unit Qty Unit Price

Amount

Cardiovascular Technologist

(7 FTE)

(Regular Rate)

HR 7,280 $89.87 $654,253.60

Cardiovascular Technologist (Overtime

HR 65

$125.82

$8,178.30

Rate) Cardiovascular Technologist (On Call Rate)

HR 2500 $10.00 $25,000.00

Grand Total

$687,431.90

Pricing on the most recent task order for the VAGLAHS (36C26225N0175) on current Contract 36C26221D0014 was used to compare pricing for this procurement and is as follows:

Services Unit Unit Price

Cardiovascular Technologist

(7 FTE)

(Regular Rate)

HR $85.00

Cardiovascular Technologist (Overtime Rate)

HR $88.20

Cardiovascular Technologist (On Call Rate)

HR $6.00

Quoted pricing for the Cardiovascular Technologist (Regular Rate), at $89.87, is approximately 5.7 percent higher compared to current Task Order 36C26225N0175. This pricing accounts for 95 percent of the total quoted price of $687,431.90 and is reasonable considering the impact of inflation over the year. The quoted price for the Overtime Rate, at $125.82, is 48 percent higher.

Although this is a significant increase over the current contract, it accounts for only one percent of the total quoted price. The On Call Rate, at $10.00, is 67 percent higher. This is also a significant increase, but it also represents a small portion of the overall quoted price, at 3.6 percent.

Considering the emergent nature of this procurement, the overtime rate and on call rates have negligible impact on overall contract pricing.

Based on this analysis, the quoted pricing is determined to be fair and reasonable and the most advantageous to the government.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

As mentioned above, an incident occurred with the current contract that negatively impacted patient care.

This emergency procurement is to replace the current contract until the new one can be awarded.

Market research results for the next contract are mentioned above in Paragraph 6.
