About this file

This document is a Sole Source Justification under Simplified Acquisition Procedures for the Department of Veterans Affairs (VA) Salt Lake City VA Health Care System. The justification is for reacquiring the Logicare Patient Instruction System, a software license service that provides customizable patient instructions, treatment plans, and medical guidance. The contract will cover a base year and four option years from 3/30/2025 to 3/29/2030, with Logicare Corporation as the sole source provider due to its unique VA Technical Reference Model (TRM) approved healthcare information system that integrates seamlessly with Veterans Affairs network systems like VistA/CPRS.

The procurement is being conducted under FAR 13.5 Simplified Procedures for Certain Commercial Items, with a total estimated value reflecting a 2% increase over the previous contract. Market research was conducted using the SBA's VetCert database and NAICS 513210, which returned zero small business sources. The VA determined that the Logicare system is the only commercially available software that integrates patient data with VA systems, and a letter from Logicare dated January 14, 2025, confirms they are the sole organization capable of providing the software license, technical maintenance, and support services.
