About this file

This document is a Sole Source Justification under FAR 13.5 Simplified Procedures for Certain Commercial Items. The Department of Veterans Affairs (VA) VISN 5 Capitol Healthcare Network is procuring four (4) pill packager autoverification unit systems to be used in conjunction with a separate procurement of four (4) replacement pill packaging units. The autoverification units must be awarded to the same vendor as the pill packaging units, as the interfaces, integrations, and licensing are proprietary in nature. The estimated value of this acquisition is $557,310, with a period of performance of 365 days after award for installation of all four units. The justification cites FAR 13.5 as the statutory authority for restricting competition, as these open market items are only available from the vendor selected for the GSA/eBUY pill packaging units procurement. Market research was conducted from January-April 2024, with the finding that the autoverification units are proprietary and not cross-vendor compatible. The contracting officer will determine the price to be fair and reasonable using competition and an independent government cost estimate.
