About this file

This document is a sole source justification under the Federal Acquisition Regulation for diagnostic test kits for detection of glanders required by the United States Department of Agriculture Animal and Plant Health Inspection Service. The agency proposes to enter into a firm-fixed-price indefinite delivery indefinite quantity contract with Innovative Diagnostics using simplified acquisition procedures for certain commercial items. The justification is made on the basis that the ID Screen Glanders Double Antigen ELISA kit manufactured by Innovative Diagnostics is the only test validated by the World Organization for Animal Health reference laboratory for glanders, and no other known test can meet the requirement of the National Veterinary Services Laboratories. The total estimated value of the contract over five one-year ordering periods is $903,000. A sources sought notice resulted in no other responses. The anticipated cost is determined to be fair and reasonable based on comparison to industry pricing.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.

This diagnostic kit known as the Double Antigen ELISA kit. is the only test validated at this time by the World Organization for Animal Health reference laboratory for glanders. No other known test can meet the National Veterinary Services Laboratories requirement for performing diagnostic testing which is required by 9 CFR 93.308. Evaluation of kits by the National Veterinary Service Laboratories noted the sensitivity and specificity qualities of diagnostic reports which ensure animal health is being maintained at the highest of standards. If the ID Screen Glanders Double Antigen ELISA kits are not procured, NVSL will be unable to perform the most accurate testing available to meet this mission. This kit is specifically described in VSG13407.03. Other validated testing modalities available are less sensitive and specific than the ID Screen Glanders Double Antigen ELISA, causing false positive results, which are costly to importers. Alternatively, false negative results may occur, which could result in introduction of disease to US domestic horse populations.

The Double Antigen ELISA kits are manufactured and sold exclusively by Innovative Diagnostics.
