About this file
This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for Sole Source Acquisitions for the National Guard Bureau's Northern Strike Exercises. The solicitation is for the Oscoda-Wurtsmith Airport Authority to provide airport rental, logistics, and support services for military training exercises from FY25-FY29. The estimated contract value is $109,500.00, with the airport serving as a critical location approximately 47 miles south of the Alpena CRTC, offering a 2,000-acre public use facility that meets specific military exercise requirements.
Market research confirmed Oscoda-Wurtsmith Airport is the only available airport within 60 miles of the Alpena CRTC that can support the Northern Strike joint readiness exercise, which involves Army and Air National Guard training for mobility operations. The sole source justification highlights the airport's unique capabilities, including infrastructure, runway, and taxiway requirements. The contracting officer notes that future market research will continue to explore opportunities for increased competition in subsequent exercise scenarios.
