SINGLE SOURCE JUSTIFICATION (SIMPLIFIED ACQUISITION) IAW FAR 13.106(b)(1) Upon the basis of the following justification, I, as the Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1) FAR Subpart 13.106(b)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

I. GENERAL CONTRACT INFORMATION:

Contracting Activity: Forest Service, Pacific Southwest Region 5 AQM Requisition #: 1004593 Riegl VZ-400i Terrestrial Laser Scanner Estimated Contract Cost: $112,000

II. DESCRIPTION OF THE SUPPLIES/ SERVICES REQUIRED:

RIEGLE 3D Imaging Sensor VZ-400i, High Speed and Large Field of View 3D Laser Scanner for surveying for terrestrial stationary as well as mobile scan data acquisition.

III. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE:

10 USC 2304(c)(1), as implemented by FAR Subpart 13.106(b)(1).

The RIEGL VZ-400i is the only Terrestrial Laser Scanner instrument that meets the government’s requirement for the following reasons:

- High scan speed - allows for collection of more data in a single day’s work

- Multiple return capability – as a laser bem is fired at a vegetation canopy, some of the beam is intercepted by a proximate leaf, while the remainder of the beam can continue to propagate beyond initial leaf. If a sensor cannot dtect/record multiple returns from a single shot, it greatly limits its applicability in vegetated systems

- Waveform recording – beyond multiple returns, the ability to record wavefors is necessary for identifying plants to species using their structure

- Ability to detect returns in a 1km diameter – remote sensing imagery is able to be calibrated to reduce the field effort.

The RIEGL VZ-400i can collect 500,000 points per second, and complete the most single scans in less than 4 minutes, can record multiple returns, has a wavefor moduel, and can dtect objects as far away as 800m for taking larger footprint measurements. Based on the measurement needs of the US Forest Service, the RIEGL VZ-400i supplied/manufactured by RIEGL USA is the only instrument with the unique capability to meet the US Forest Service’s requirement.

IV. EFFORTS TO OBTAIN COMPETITION:

Based on market research, other instruments by vendors such as Leica, Optech, Maptek, and Trimble did not meet the requirements or measurement needs as described above.

V. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. A determination of fair and reasonable prices will be maintained within the contract file.

VI. CONTRACTING OFFICER’S DETERMINATION:

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available
