About this file

This is a Justification for Other than Full and Open Competition document issued by the Bureau of Land Management under FAR 13.106-1(b)(1) for simplified acquisitions, with PR Number 0040679351. The document justifies a sole-source repair of wildland fire engine E-7400, a 2015 International MaxxForce 7400 type 3, 4X4 engine (License Plate I620221, VIN 3HAWEAAR1GL281054) at Westrux International in Colton, CA.

The justification cites urgency and Westrux International's status as the only local authorized International truck dealership as reasons for limiting competition. The required service includes a complete engine overhaul on the cylinder head. The repair is deemed critical for supporting the California Desert District and several National Parks, including Joshua Tree National Park, with wildland fires and prescribed burns. The contract was awarded on February 14, 2025, though the award amount is not specified. The repaired engine will help protect infrastructure, life, and property while providing fuels reduction capabilities in accordance with National Wildfire Coordinating Group (NWCG) standards.

Justification for Other than Full and Open Competition

Bureau of Land Management

FAR 13.106-1(b)(1) Simplified Acquisitions

(PR Number: 0040679351)

1. Identification of the agency and the contracting office.

Bureau of Land Management, 1201 Bird Center Dr. Palm Springs, Ca. 92262

2. Description of supply or service required to meet the agency’s needs.

The Bureau of Land Management, on the California Desert District has an urgent requirement for the repair of wildland fire engine E-7400, a type 3, 4X4 wildland fire engine (License Plate

No. I620221, VIN No.3HAWEAAR1GL281054). The apparatus is a 2015 International apparatus MaxxForce 7400 currently diagnosed and awaiting critical repairs at Westrux

International, Located at 2200 E Steel Rd, Colton, Ca. 92324. Westrux International is an authorized dealership, parts supplier, and repair facility for International trucks. Specific services required to return E-7400 to operational and incident-ready condition include a complete engine overhaul on the cylinder head.

3. The rationale or circumstances for limiting competition.

Due to the urgency of the needed repair, the circumstances of the requirement deem only one source reasonably available. After the engine’s failure, it was taking to the only local authorized

International truck dealership to be properly diagnosed. Immediate repair of this emergency apparatus is critical to meet the mission and objectives set by Bureau of Land Management

(BLM) on the California Desert District and meet National Wildfire Coordinating Group

(NWCG) standards. E-7400 is an emergency vehicle and regularly called upon to support the

California Desert District and Several National Parks, including Joshua Tree National Park, with national efforts and with large wildland fires and prescribed fires.

Having an operational fire engine will lessen the financial impact within the California Desert

District and surrounding areas by allowing the crew to be operational to implement prescribed burns and be available for response to fires and other emergencies such as traffic collisions and medical aids. The required repairs to E-7400 will provide a longer life span to the apparatus and provide a more robust workforce for fuels reduction to ultimately protect infrastructure, life, property, and the safety of the public.
