About this file
This is a FAR Part 12 Justification and Approval document for other than full and open competition procurement (Control Number: 26-HRCO-45).
The Department of Anesthesia Services at Womack Army Medical Center (WAMC) in Fort Bragg, North Carolina, seeks to procure non-personal services for 9.5 full-time equivalent Certified Registered Nurse Anesthetist (CRNA) positions. The requirement is being awarded to Decypher Technologies Ltd. (Cage Code: 3CGR6, located at 200 Concord Plaza Dr. Ste 780, San Antonio, Texas 78216-6972) on a noncompetitive, firm fixed price basis. The contract period runs from April 1, 2026, through September 30, 2026 (3-month base plus 3-month option period), with an estimated total value of $2,759,256.00 ($1,379,628.00 per period). Funding will be provided through Defense Health Program (DHP) fiscal year 2026 appropriations. The Government justifies the noncompetitive award under Title 41 U.S.C. § 1901 and FAR 6.103-1(c)(2)(ii) based on unacceptable delays that would result from competition; the incumbent is the only source with currently credentialed and site-specific trained personnel capable of providing uninterrupted services beginning April 1, 2026. The current contract (W81K0024F0015) expires March 31, 2026, after exhausting its six-month extension. A competitive follow-on task order is planned for solicitation on April 10, 2026, with award targeted for June 1, 2026, and effective July 1, 2026, to allow contractor transition time. The MQS2-NG (Medical Q-Coded Services 2 Next Generation) indefinite delivery/indefinite quantity contract vehicle will be used for the long-term competitive requirement, which has multiple qualified small business contractors available.

FAR Part 12 Justification and Approval
JUNE 2025
for Other than Full and Open Competition
1. Requiring Activity: Department of Anesthesia Services (DOAS), Womack Army Medical Center (WAMC)
2. Contracting Activity: Bragg Services Branch (BSB), Health Readiness Contracting Office (HRCO), US Army Health Contracting Activity (USAHCA)
3. Description of Action: Request approval to award a new $2.75 million noncompetitive 6-month (3-month base and 3-month option period) firm fixed price contract to Decypher Technologies Ltd. Cage Code:3CGR6, 200 Concord Plaza Dr. Ste 780, San Antonio, Texas 78216-6972. The contract will be fully funded using appropriate Fiscal Year (FY) 2026 Defense Health Program (DHP) funds.
4. Description of Supplies/Services: This contract will provide non-personal services for 9.5 full-time equivalent (FTE) personal Certified Registered Nurse Anesthetist (CRNA) services in support of WAMC, Fort Bragg, NC. The proposed contract will not include FAR Clause 52.217-8, Option to Extend Services.
Period Period of Performance (POP) Estimated Value Base 1 April 2026 through 30 June 2026 $1,379,628.00
Option Period One 01 July 2026 through 30 September 2026 $1,379,628.00 Estimated Overall
Total Price $2,759,256.00
5. Authority Cited: Title 41 United States Code (U.S.C.) §1901 as implemented in Federal Acquisition Regulation (FAR) 6.103-1(c)(2)(ii) Unacceptable delays in fulfilling the agency’s requirements.
6. Reason for Authority Cited: An award to any source other than Decypher Technologies Ltd. would interrupt the continued provision of highly specialized services at Womack Army Medical Center (WAMC), resulting in unacceptable delays in fulfilling DHA’s requirements. The incumbent is the only source with the currently credentialed and site-specific trained personnel capable of performing these services without interruption on 1 April 2026.
a. Background: The current contract, W81K0024F0015, will be fully performed and expire on 31 March 2026, having exhausted its six-month extension period under FAR Clause 52.217-8. The Government is fully committed to competition and will solicit the follow-on requirement on the mandatory Medical Q-Coded Services 2 Next Generation (MQS2-NG) IDIQ.
JUNE 2025
Development of the requirement was concurrently impacted by: Dynamic operational changes at the Military Treatment Facility, driven by ongoing construction and renovation projects; the establishment of a new surgical residency program, which altered the baseline requirements for CRNA support. Alternatives: No other viable alternative exists. The standard competitive process on the MQS2-NG vehicle requires a minimum of 90 days to facilitate a fair opportunity competition, award, and the necessary transition period. This timeline cannot be compressed to meet the 01 April 2026 service start date. Awarding to any source other than the incumbent is not feasible, as a new vendor cannot recruit, vet, and complete the extensive credentialing process for 9.5 Full-Time Equivalent (FTE) personnel in the time available. Therefore, Decypher Technologies LTD is the only source capable of guaranteeing uninterrupted services during this interim period.
b. Impact: These CRNA services are highly specialized and mission critical. The failure to award this bridge contract will interrupt the continued provision of highly specialized CRNA services at the WAMC Department of Anesthesia Services (DOAS), resulting in unacceptable delays in fulfilling DHA’s requirements. This would force the immediate cancellation of patient surgical services, lead to the closure of operating rooms, and severely degrade WAMC's ability to provide timely and life-sustaining healthcare to military beneficiaries, thereby directly compromising medical readiness and mission sustainment.
7. Efforts to Obtain Competition: This bridge contract is constructed for the shortest period of performance possible to facilitate the transition to a long-term competitive Task Order under the MQS2-NG. The Contracting Officer has published a notice of intent to award a bridge contract from January 30, 2026, through February 9, 2026, and did not receive any responses.
8. Actions to Increase Competition: This short-term bridge is structured for the minimum time necessary to competitively solicit a long-term Task Order Proposal Request (TOPR) on the MQS2-NG portal and allow for a sufficient contractor transition period. The follow-on TO projected solicitation date is 10 April 2026 with a target award date of 01 June 2026 and an effective date of 01 July 2026 to allow for sufficient contractor transition time.
9. Market Research: MQS2-NG is mandatory for use for these services and has multiple-qualified small business contractors that can support the competitive follow-on requirement.
10. Interested Sources: To date, no other sources have written to express interest in response to the synopsis.
