About this file

This is a Letter of Interest form issued by the County of San Mateo's Human Services Agency Center on Homelessness as part of a Request for Information (RFI) seeking organizations interested in establishing and operating an additional family interim housing program within San Mateo County. The RFI is a market research effort designed to assess provider interest and capacity rather than to award contracts or funds. Organizations are invited to provide narrative information addressing their experience, capacity, organizational background, relevant experience serving families experiencing homelessness, facility development capabilities, potential partnership structures, and program operational approaches. Respondents may answer only questions relevant to their organization's role or interest, and the County encourages concise but informative responses. This RFI will not result in contract awards or affect future eligibility to respond to subsequent solicitations issued by the County.

The Letter of Interest form requires organizations to identify their roles of interest, which may include operating a family interim housing program, developing a facility through leasing or acquisition, owning or leasing a facility for interim housing use, or entering into agreements with the County to operate County-owned facilities. Organizations are also asked to indicate whether they would consider responding to a future Request for Proposals to acquire property for family interim housing and identify what support from the County would be needed, including capital or operating funding, assistance identifying sites, support with permitting and development, referral system coordination, and technical assistance. Information gathered through this process may inform future program design, procurement strategy, service expectations, and a potential subsequent RFP or solicitation, though participation in this RFI does not obligate respondents to participate in future procurements.
