About this file
This is a Justification for an Exception to Fair Opportunity form documenting a Bridge Action as defined in the Air Force Bridge Action Reduction Plan. The contracting activity is the 6th Contracting Squadron under the Department of the Air Force, Air Mobility Command (AMC). The justification supports a sole-source bridge task order to the incumbent contractor Red Gate Group under GSA OASIS contract 47QRAD20D1057 for critical public affairs support services to U.S. Central Command (CENTCOM).
The bridge action spans a two-month base period (September 1 - October 31, 2026) with four one-month options (November 2026 through February 2027), valued at $2,444,627.10 total. Required services include strategic communications planning, media engagement, press coordination, senior leader communication support, operational messaging synchronization, and policy communication advisory services. The 19 staffing positions range from Program Manager to Graphic Designer, with specific roles in media operations, regional language analysis (Arabic, Farsi, Urdu, Russian, Hebrew, Turkish), social media management, and website management. The exception to fair opportunity is justified under FAR 16.507-6(b)(1) based on unusual and compelling urgency, as the current mission-critical services expire August 31, 2026, and a lapse in service would create unacceptable operational delays and mission disruption. The Government determined that the existing solicitation no longer reflects current mission requirements following operational review and significant personnel, staffing, and capability changes. The bridge extension maintains continuity of essential services while a new competitive solicitation is prepared, evaluated, and awarded. The Contracting Officer (Russell Beasley) and Chief of Contracting Office (Michael Terranova) approved the justification on August 26-27, 2026.
