About this file

This is a Sole Source Justification (SSJ) document for a noncompetitive task order extension awarded by the U.S. Secret Service (USSS) under the General Services Administration (GSA) Multiple-Award Schedule Program.

The Department of Homeland Security's USSS Office of Procurement proposes to award a Firm Fixed Price (FFP) noncompetitive task order extension to ScaVet Technologies, LLC (16 Sherry Ct., Turnersville, NJ 08012) for engineering and technical support services. The extension is to task order 70US0926F2GSA2324, maintaining the same scope of services as the initial contract 70US0923F1DHS2719. The period of performance extends from July 1, 2026 to September 1, 2026, with services classified under FSS Professional Services, Technical and Engineering Services (non-IT) 541330-ENG. The justification cites FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20), and HSAM 3008.401-71 as authority for the sole source award based on the contractor's unique capability to provide the required services.

The rationale emphasizes that ScaVet Technologies, LLC is the only viable source capable of providing uninterrupted support, as the current contractor has maintained on-site staff with necessary security clearances since September 2023. Transitioning to a new contractor would create significant operational gaps and delays in staffing due to the extensive security clearance process. The bridge contract is critical for stabilizing operations at the James J. Rowley Training Center while enabling proactive facility maintenance and construction planning, avoiding costly emergency repairs and training disruptions during increased training demand. The contracting officer certified the justification on June 26, 2026.

3. Description of Supplies/Services.

This engineering and technical support bridge contract stabilizes current operations while positioning James J. Rowley Training Center for future growth. Awarding this bridge contract extension ensures continuity and avoids operational gaps that could delay critical repairs and/or construction. It will provide centralized oversight of short-, mid-, and long-term maintenance and construction projects, enable proactive planning as opposed to reactive repairs which reduce lifecycle costs, and reduce safety and mission risk associated with infrastructure failures.

Without this bridge, there is an increased likelihood for training disruptions, higher emergency repair costs, and degraded facility performance during a time of rising training demands.

4. Statutory Exception/Authority and Supporting Rationale.

This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

Pursuant to FAR 8.4, GSAM/R 538.7104-3(b) (FAR Class Deviation 25-20), the circumstance that justifies limiting sources to fewer than those required by FAR 8.4, GSAM/R 538.7103 (FAR Class Deviation 25-20) is:
