Facilitating Social and Economic Inclusion for Repatriated Tunisians Opportunity Number: DFOP0016645

Questions and Answers

Question: Regarding the definition of repatriated Tunisians: does this include those who were repatriated while making the migration journey as well as those who were repatriated after reaching their foreign country destination?

Answer: The target beneficiaries are those who forcibly and/or voluntarily returned from the host counties which entails a stay in a country of destination.

Question: Are direct beneficiaries of the programming only expected to be repatriated Tunisian migrants, or can they also include close family members such as children of the repatriated migrants?

Answer: Close family members such as children of the repatriated migrants can benefit from the psychological/social support mechanisms and trainings. Only repatriated Tunisian migrants can benefit from the economic support.

Question: Can NEA/AC provide more information regarding the expected training for beneficiaries on legal frameworks? Are these legal frameworks meant to outline pathways to legal migration to third countries and highlight legal risks and deterrent measures associated with irregular migration? Or is the legal training meant to provide support about legal issues beneficiaries may face inside Tunisia (perhaps on separate issues that affect their social and economic inclusion given that they are Tunisian citizens)

Answer: We defer to the applicant on how to select the training thematic based on the needs assessment of the beneficiaries. Please consult NOFO for more information.

Question: Is it possible to share any details regarding agreements between the United States government and Tunisian government regarding this migration program?

Answer: Thank you for your inquiry. While we appreciate your interest in the details of the agreements between the United States government and the Tunisian government regarding the migration program, we can share that the U.S. government consults closely with the Tunisian government in all its partnership programs in Tunisia.

Question: Can a local Tunisian NGO with MENA experience and Network implement the project in partnership with local CSOs and public institutions? The Tunisian local NGO with experience managing large EU funded projects will be the only project implementer and will act as the lead.

Answer: As posted in the NOFO, eligible applicants include:

U.S. or foreign

− Non-profit organizations;

− For-profit organizations;

− Private institutions of higher education;

− Public or state institutions of higher education;

− Public international organizations;

− Small businesses with function and regional experience in the areas of :

Economic governance, organization strengthening, and entrepreneurship in the MENA region.

Question: How many cities should the project target? Do you expect a representation from each region(North, East, West, Coast, South?)

Answer: We expect representation from each region. What would favor one area over the other is the rate of returnees identified during the mapping phase.

Question: Can you specify the gender division regarding the beneficiaries? Is 70% female and 30% male acceptable?

Answer: The gender disaggregation will depend on the identification of the beneficiaries and their willingness to commit to the project.

Only repatriated Tunisian migrants can benefit from the economic support.”

Immediate family members are the second target beneficiary.

Question: On page 19 of the main document of the NOFO, under section A.2.

Local partners, the text mentions three beneficiary groups, however, on page 10, the text mentions two types of beneficiaries: repatriated Tunisians (male and female). Could you please clarify what is meant by three beneficiary groups? Is it related to the public institutions or Civil society organizations working on repatriated groups?

Answer: Apologies for the typo and confusion. This NOFO only targets repatriated Tunisians (male and female).
