About this file

This document is a Market Survey Questions and Responses file for the FAA's Tower Simulation System (TSS) E2 Enhancement Project. The document contains four key questions from the FAA seeking vendor insights on the ATCT Simulation Software, with responses addressing specific technical and operational requirements. Key points include the FAA's expectations for speech recognition software to accept standard aviation phraseology, ownership and accessibility of visual databases, and confirmation that airport visual databases will be provided in an unencrypted, open format for FAA purposes. The FAA aims to gather vendor capabilities for developing air traffic controller training simulator software that can support complex airport environments, handle multiple aircraft and vehicle simulations, and provide robust training scenario development capabilities.

The market survey seeks vendors who can design, configure, and modify software meeting FAA's draft TSS Software Specification, including installing and testing simulation software, developing updates, providing configuration management, creating training materials, and offering operational support. Vendors are asked to submit capability statements with at least three similar contract examples, answer detailed technical questions about software deployment, security, functionality, and airport environment simulation, and provide comments on the draft software specification. Electronic submissions are limited to 25 pages, with questions due by April 28, 2025, and full responses required by May 19, 2025, to be emailed to the Contracting Officer, Manish Patel.

TSS E2 – ATCT Simulation Software

Market Survey Questions

Question #1: Would the FAA be willing to confirm whether the currently deployed TSS software across existing tower facilities meets all of the operational and technical requirements described in this market survey? If not, could the agency clarify which areas are considered performance gaps or improvement priorities (e.g., speech recognition accuracy, VDB portability, or security posture)?

Response: The FAA expects vendors to respond to the requirements defined in the ATCT Simulation Software screening information request when released at a future date. The FAA will not comment on other existing contracts.

Question #2: Will the FAA be setting specific expectations around recognition accuracy, system latency, and the ability to understand diverse speech patterns (e.g., accents, varying speaking speeds), especially without needing voice training per user?

Response: The FAA’s expectation is for the speech recognition software to accept standard aviation phraseology as defined within FAA’s JO7110.65 (Air Traffic Control). The FAA welcomes industry insight on measurement methodologies, performance standards, and best practices.

Question #3: In cases where visual databases are procured under separate contracts, will the FAA require vendors to deliver editable versions of those databases, along with the tools needed for internal modifications by FAA personnel or support contractors?

Response: Yes, the data used to create the VDBs (e.g., airports, geographic information, terrain files) is owned by the FAA and therefore the FAA expects access when needed. However, it is the intention of the FAA that the vendor that performs the ATCT Simulation Software contract to be the prime source of modifications and updates.

Question #4: The Survey references Airport Visual Databases in Unreal format; can the FAA confirm the databases will not be encrypted and format is an open format under no data protection?

Response: Yes, the data is owned by the FAA and to be used for FAA purposes only. The data will be provided to the vendor that performs the ATCT Simulation Software contract in an unencrypted and open format under no data protection.
