Aeronautical Information Management (AIM):

Background

November 2, 2023 NOTAM & Aeronautical Information

Welcome and Introduction

• RFI was issued in April 2023 to identify available solutions in the market that met the FAA’s requirements for managing the NOTAM lifecycle and position the FAA for the future

– Additional information was requested from the vendors who responded

– Technical presentations and demos were conducted in September to further assess the available solutions

– Today’s Industry Day is a result of these reviews

• After reviewing submittals and technical demos, FAA has broadened the scope from a NOTAM Solution to an integrated Aeronautical Information solution

• Multiple panels will discuss technical aspects of Aeronautical Information Management & challenge-based acquisition

– During the technical discussion, the team will discuss aeronautical information, including its current state, challenges, and future objectives for solutions sought by the FAA

– Another panel will discuss our current thinking on the multi-phased challenge-based acquisition model

FAA aims to develop an innovative integrated aeronautical information solution that positions the agency for the future in an expedited manner

Aeronautical Information Management:

Supporting the FAA Mission

• To provide the safest, most efficient aerospace system in the world, the FAA and all its aviation stakeholders need to know the real time status of our national airspace system (NAS) to support safe, data driven operational decision making

• A key element of the real time status of the NAS is the underlying aeronautical information that defines our airports, airways, routes, etc.

• Ensuring the accuracy, timeliness, and quality of aeronautical information is a crucial enabler to NAS decision making

• Thank you for attending today’s Industry Day to discuss the importance of AIM to aviation safety and engaging with us on the future state of AIM

6November 2, 2023 NOTAM & Aeronautical Information

Aeronautical Information Supports Aviation Safety

• Aeronautical Information & Notice to Air Mission

(NOTAM)

• Aviation professionals require up-to-date information concerning air navigation facilities and services including:

– Aerodromes

– Navigational Aids

– Meteorological Conditions/Services

– Communications & Air Traffic Services

– Procedures & Regulations

• Operator must also be informed of any changes affecting the operation of these facilities and services and must know of any airspace restrictions or hazards likely to affect flights

Aeronautical Information Services (AIS) provides aeronautical information necessary for the safety, regularity and efficiency of air navigation in a form suitable for the operational requirements of the air traffic management (ATM) community – ICAO

The AIM Lifecycle

Origination

The identification and reporting of permanent or temporary aeronautical information changes to the

FAA

Management

The application of business rules and review/approval workflow to ensure aeronautical information policy compliance

Distribution

The provision of aeronautical information to users of the NAS for operational decision-making

AIM is governed by different workflows, rules, and policies for permanent and temporary (NOTAMs) changes to aeronautical information

Despite these differences, the AIM lifecycle encompasses three core phases:

Global AIS to AIM Transition

• Need for timely, relevant, accurate, accredited, and quality-assured information to collaborate and make informed decisions

• Enable the transition from paper (or PDF) to digital data

• Transition from human to machine interpretation

• Enable efficient and real-time collaboration via enterprise information management services

(SWIM)

The transformation from AIS to AIM is the transition of aeronautical information from traditional charts and paper publications towards real-time standards-based digital aeronautical information

Adapted from ICAO

Drivers for AIM Transition

AIXM Enables Digital Transformation

Digital Encoding

• Provision of aeronautical information in digital format

• Based on GML to express geographical features

• Allows machine-to-machine exchange of aeronautical information in a structured format

Temporality

• Time is an essential aspect of Aeronautical Information

• AIXM includes an exhaustive temporality model to represent the states and events of aeronautical features

Business Rules

• Basic constraints integrated into the XML Schema

• Exhaustive set of operational constraints/rules in a standard format

Digital NOTAM Specification

• Rules for encoding temporary events using

AIXM

• Enables harmonized exchange of these events across the globe

AIXM enables the integrated management of static and dynamic aeronautical information via a globally accepted standard for the exchange of aeronautical information

Administration 14

Current State of AIM

FAA AIM Environment Today

Multiple Systems

• Operating in silos

• Separate origination, management & distribution interfaces

• Hardcoded workflow & business rules

Product Based

• Non-standard/custom output format

• Uneven adoption of global exchange standards (AIXM)

• Meant for human consumption and interpretation

Proprietary

• Designed to work on proprietary hardware and software

• Expensive licensing and support costs

Complex

• Heterogenous environment consisting of a mix of desktop, web, and hybrid software

15November 2, 2023 NOTAM & Aeronautical Information

FAA Current AIM Systems Environment

16November 2, 2023 NOTAM & Aeronautical Information

FAA NOTAM Environment Today

Complex •Two interconnected & dependent systems

•Multiple databases

•Multiple origination and distribution interfaces

Product-Based •NOTAMs issued and managed independent of their corresponding static data

Legacy •Designed for communication via teletype channels

•Limited text string used to convey critical information

•Extensive use of contractions and text in

CAPS

Proprietary •Designed to work on proprietary hardware and software

•Expensive licensing and support costs

End-of-Life •Critical NOTAM management performed using a two-decades old desktop tool

•Vintage legacy infrastructure at end-of-life

17November 2, 2023 NOTAM & Aeronautical Information

FAA Current NOTAM Systems Environment

18November 2, 2023 NOTAM & Aeronautical Information Industry Roundtable

• Two interconnected & dependent systems

• Majority of the NOTAMs originated via one system

• Numbering, validation, and international NOTAMs processed via the legacy system

• US NOTAM Office depends on legacy software requiring significant manual processing

AIM Challenges Today

• Complex system landscape – Too many independent systems operating in silos

• Lack of integration – Prevents real-time situational awareness

• Product-centric – Textual outputs prevent automation and machine interpretation

• Inefficient – Text-based aeronautical information products do not allow for effective filtering and sorting

• Potential for missing information – Increase in NOTAMs burdens pilots and elevates the risk of overlooked critical information

• Proprietary systems – Expensive to operate & maintain and vendor lock-in

• Legacy systems – Unable to adapt to rapidly changing policy and user needs

• Vintage infrastructure – Aging infrastructure at end-of-life

While the current Aeronautical Information Systems have served the NAS extremely well, they need to be modernized to position the FAA for the future and align with the objectives of an Info-centric NAS
