Statement of Work Contractor Membership

Services

1.0 Background

Under the provisions of the National Technology Transfer and Advancement Act (NTTAA) of 1995 and subsequent guidance per OMB Circular A-119, Federal Participation in the Development and Use of Voluntary Consensus Standards in Conformity Assessment Activities, the Federal Aviation Administration (FAA) uses voluntary consensus standards in lieu of government-unique standard in their procurement and regulatory activities, except where inconsistent with law or otherwise impractical. Every year, the FAA must approve standards utilized for aircraft certification and operation. Standards Development Organizations (SDOs) identify market needs and react accordingly, working directly with technical experts from around the globe to develop appropriate standards. Those standards are intellectual property and are catalogued, maintained, and distributed by individual SDOs.

The FAA utilizes numerous consensus standards in FAA policy, guidance, and for individual projects to support aircraft certification and operation. To continue this ongoing work, it is essential that the FAA maintain access to the current industry standards as well as the historical standards by year.
