About this file

This is a Federal Aviation Administration (FAA) Statement of Work for the modernization of the National Airport Pavement Test Vehicle (NAPTV) hydraulic, electrical, and control systems. The work will be performed at the FAA William J. Hughes Technical Center, Building 296, in Atlantic City, New Jersey, with a period of performance of 185 calendar days from the date of award.

The objective is to restore and enhance the NAPTV's hydraulic, electrical, and control systems to full operational capability by replacing aging, obsolete, or unsupported components with commercially available alternatives that support increased wheel load capacity from 75,000 pounds to 90,000 pounds. The contractor must complete five primary tasks: (1) evaluate existing systems and procure replacement components listed in Attachment I, including 20 hydraulic accumulators, 20 fittings, 2 motor control centers, 2 hydraulic pumps, 2 electric motors, 2 couplings, 2 hydraulic hoses, and miscellaneous parts as needed; (2) safely remove and dispose of existing components; (3) install and integrate new components ensuring seamless operation; (4) perform operational testing and commissioning; and (5) provide comprehensive documentation including manufacturer literature, operation and maintenance information, warranty information, and replacement part numbers. All replacement components must be new, commercially available, and suitable for the intended application, unless the contractor identifies materially affecting conditions requiring approval from the Contracting Officer before proceeding. The contractor must provide all necessary personnel, labor, materials, equipment, supervision, and incidental items and comply with OSHA safety requirements, implement Lockout/Tagout procedures, and provide required Personal Protective Equipment. Deliverables include a component list (within 30 days of award), removal and installation report, operational testing and commissioning report, documentation package, and final project report, all in written format. Travel will not be reimbursed separately, and the contractor must coordinate all work scheduling with the Contracting Officer Representative. Government-furnished support available upon request includes forklifts, cranes, Lockout/Tagout support, electrical disconnect support, staging areas, and parking.

FAA Statement of Work

For

National Airport Pavement Test Vehicle (NAPTV) Hydraulic, Electrical, and Control Systems

Modernization

Federal Aviation Administration

William J. Hughes Technical Center

Airport Technology Research and Development (ANG-E26)

Atlantic City International Airport

Atlantic City, New Jersey 08205

1. Introduction and Background

The Federal Aviation Administration (FAA) Airport Technology Research and Development

Branch (ANG-E26) seeks to modernize the hydraulic, electrical, and control systems of the FAA-owned National Airport Pavement Test Vehicle (NAPTV). Currently, capable of supporting wheel loads up to 75,000 pounds, the NAPTV requires upgrades to support wheel loads up to 90,000 pounds.

2. Objective

The objective of this requirement is to restore and enhance the NAPTV hydraulic, electrical, and control systems to full operational capability by replacing aging, obsolete, or unsupported components with compatible commercially available components. The upgraded systems must support pavement testing operations with wheel loads up to 90,000 pounds, while maintaining safe, reliable, and precise vehicle operation. Where required to accommodate the increased wheel-load capacity, higher-capacity components will be incorporated without compromising system compatibility, safety, reliability, maintainability, or overall operational performance. The upgrades must preserve the functional requirements of the existing NAPTV while improving system availability, serviceability, and long-term supportability.

3. Scope of Work

This Statement of Work (SOW) defines the requirements for the modernization of the hydraulic, electrical, and control systems for the NAPTV, which includes:

• Evaluate the current system to determine requirements for upgrading the vehicle’s load capacity from 75,000 pounds to 90,000 pounds.

• Provide replacement components listed in Attachment I.

• Remove existing hydraulic, electrical, and control system components.

• Install and integrate new components into the NAPTV.

• Conduct operational testing and demonstrate system performance.

• Ensure compatibility and functionality of all components within the existing system.

The Contractor must provide all necessary personnel, labor, materials, equipment, transportation, supervision, and incidental items to perform these tasks in compliance with the requirements outlined in this SOW.

4. Requirements

The Contactor must complete the following tasks:

• Task 1: Evaluation and Procurement

Conduct a comprehensive evaluation of the existing hydraulic, electrical, and control systems to identify necessary upgrades for supporting wheel loads up to 90,000-pound loads. Provide all replacement components specified in Attachment I, ensuring they meet specifications and compatibility requirements. If, the Contractor identifies conditions that materially affect the proposed solution or require replacement of components beyond those identified in Attachment 1, the Contractor must notify the

Contracting Officer before proceeding with such work. Unless otherwise approved by the

Government, all replacement components must be new, commercially available, and suitable for the intended application.

• Task 2: Component Removal

Safely remove and dispose of existing components without causing damage to the

NAPTV, adhering to industry standards and safety protocols.

• Task 3: Installation and Integration

Install and integrate replacement hydraulic, electrical, and control system components, ensuring seamless operation with existing systems.

• Task 4: Testing and Commissioning

Perform operational testing to demonstrate successful system performance. Address any deficiencies and confirm full operational capability prior to Government acceptance.

• Task 5: Documentation

Provide manufacturer literature, operation and maintenance information, warranty information (if applicable), and replacement part numbers for all installed components.

6. Period of Performance

The Period of Performance will be 185 calendar days from the Date of Award.

7. Site Location

All work will be conducted at the FAA William J. Hughes Technical Center, Building 296, National Airport Pavement and Materials Research Center (NAPMRC), located in Atlantic City, New Jersey.

The Contractor must coordinate the work schedule with the Contracting Officer Representative

(COR).

8. Access

Visiting Contractor employee(s) must comply will all Government escort rules and requirements.

The Contractor must be escorted by FAA Contracting Officer Representative (COR) (or a representative) and display all identification and visitor badges in plain view above the waist at all times, while performing services at the FAA, WJHTC. All scheduling of services must be coordinated with the COR. Access to the WJHTC campus and SML is secure and additional times must be allowed for personnel and equipment to pass through the FAA Security

Operations Center (SOC).

Contractor personnel must present a REAL ID-compliant form of identification, or an acceptable alternative, for access to the premises. This requirement ensures compliance with the REAL ID

Act and facilitates smooth entry into the facility.

9. Travel
