PERFORMANCE WORK STATEMENT

AIR FORCE OFFICE OF SCIENTIFIC RESEARCH

ADMINISTRATION OF THE

NATIONAL DEFENSE SCIENCE AND ENGINEERING FELLOWSHIP PROGRAM

7 July 2010

1. GENERAL INFORMATION

1.1 The Department of Defense (DoD), through the Office of the Secretary and the military services, promotes education in science and engineering (S&E) disciplines relevant to the Defense mission. One means of promoting S&E education is through awarding fellowships to encourage promising young scientists to pursue doctoral degrees in designated disciplines. The Fellowship program described herein is designed to encourage baccalaureate recipients to enter graduate school and ultimately gain doctorates in the following disciplines: aeronautical and astronautical engineering; biosciences

(includes toxicology); chemical engineering; chemistry; civil engineering; cognitive, neural, and behavioral sciences; computer and computational sciences; electrical engineering; geosciences (includes terrain, water, and air); materials science and engineering; mathematics; mechanical engineering; naval architecture and ocean engineering (includes undersea systems); oceanography (includes ocean acoustics, remote sensing, and marine meteorology); and physics (including optics). The government may revise the aforementioned disciplines from year to year to ensure relevancy to the Defense mission is maintained.

1.2 The DoD National Defense Science and Engineering (NDSEG) Fellowship Program, established in 1989 by direction of Congress and sponsored by the Army, Navy and Air Force, serves as a means of increasing the number of United States (U.S.) citizens trained in S&E disciplines of military importance. Since inception of the program, nearly 2,600 fellowships have been awarded from over

46,000 applications received. DoD plans to award approximately 100 to 300 new three-year graduate fellowships each fiscal year (subject to the availability of funds) to individuals who have demonstrated ability and special aptitude for advanced training in S&E. NDSEG Fellowships will be awarded for full-time study and research leading to doctoral degrees in the disciplines listed in paragraph 1.1 above.

Preference will be given to applicants who indicate an intention to pursue a doctoral degree in, or closely related to, one of the specialties listed in paragraph 1.1. Application evaluation is conducted by panels of experts who have doctoral degrees drawn from the academic community in the afore-mentioned disciplines.

1.3 Eligibility – The NDSEG Fellowship Program is open only to U.S. citizens or U.S.

nationals. The term “U.S. national” designates a citizen of the United States or a native of a possession of the United States such as American Samoa. It does not refer to a citizen of another country who has applied for U.S. citizenship. Persons who hold permanent resident status are not eligible to apply.

NDSEG Fellowships are intended for students at or near the beginning of their graduate study in science or engineering. Applications are encouraged from women, persons with disabilities and minorities, including members of ethnic minority groups such as Native American, African American, Hispanic

American, Native Alaskan (Eskimo and Aleut) or Pacific Islander (Polynesian or Micronesian).

Applicants are eligible if they: have received, or will receive in the year of Fellowship application, a baccalaureate degree; or are at or near the beginning of their graduate study in science or engineering.

1.4 Application – An NDSEG Fellowship application must be submitted on-line in order to qualify for consideration. A complete fellowship application consists of: (1) a Master Personal

Information Form (Parts 1 and 2); (2) official transcripts; (3) three Reference Evaluation Forms; and (4)

Graduate Record Examination (GRE) score (general test only). If for any reason an application does not contain all of the required elements, it will not be reviewed. It is up to the applicant to ensure the completeness of his or her application.

1.5 Location of Work – NDSEG Fellows may choose any accredited U.S. institution of higher education offering doctoral degrees in science or engineering. During part of their tenure, Fellows may study or engage in research or fieldwork away from their academic institutions if, in the judgment of the faculty and with the prior approval from theDoD Program Manager, such arrangements further the fellow’s education and contribute directly to the attainment of an advanced degree, and the fellow is officially enrolled and earning academic credit.

1.6 Tenure – The duration of an NDSEG Fellowship is a maximum of 36 months during three consecutive years at any U.S. institution of higher education with an accredited program in the appropriate discipline starting in the fall following the completion of the recipient’s Bachelor of Science degree. Alternate tenure may be granted under exceptional circumstances with the prior approval.

Exceptional circumstances include: 1) the fellow is invited to do research at a DoD laboratory for one or more summer periods; 2) the fellow’s graduate institution does not offer an appropriate program during the summer months. The availability of funds for the second and third years of each three-year award is contingent upon certification to the DoD awarding agency by the fellow’s institution that the fellow has made satisfactory academic progress toward an advanced degree in one of the science or engineering fields.

1.7 Stipends and Allowances –The NDSEG fellowships will pay the fellow’s full tuition and required fees (not to include room and board). The NDSEG fellowships also provide stipends, prorated monthly based on a 12-month academic year. Stipend amounts are determined for each Fellowship class by theDoD. NDSEG Fellowship will pay for the minimum health insurance coverage offered through the institution, up to a total value of $1,000. Any excess insurance costs will be the responsibility of the

Fellow and can be paid using the stipend. If the fellow is not enrolled in institutionally approved academic study and/or research during the summer months, financial support will not be provided. There are no dependency allowances. Persons with disabilities will be considered for additional allowances to offset special educational expenses. Fellowship recipients are responsible for the payment of all federal and state taxes based upon their fellowship income.

1.8 Evaluation and Selection – NDSEG fellowships will be awarded on the basis of ability.

The evaluation of applicants will be based on all available evidence of ability, to include academic records, recommendations regarding each applicant’s…
