TASK ORDER 0002
POSITIONING, NAVIGATION AND TIMING (PNT) STATEMENT OF
WORK
26 MARCH 2018
1.0 Mission and Background
The Advanced Global Positioning System (GPS) Technology (AGT) program mission is to provide timely and cost-effective maturation of new Positioning, Navigation, and Timing (PNT) technologies for GPS and other future United States (US) Satellite Navigation (SatNav) systems in order to deliver reliable, accurate, and resilient PNT capability to US and allied warfighting forces. SatNav systems provide the most effective, low cost solution for PNT services that are global, 24/7, and all weather. GPS is a very successful service that has set and remains the gold standard. Air Force Space Command (AFSPC) and Space and Missile Systems Center (SMC) recognized the need to improve GPS resilience and provide a capability with alternative PNT technologies if GPS is degraded. In FY11, AFSPC and SMC asked AFRL to invest in technology to enable more affordable and capable next generation GPS satellite payloads.
2.0 Scope
The objective of this Task Order is to provide AFRL/RVE with the required research, engineering, technical, and program management to perform aerospace technology research, analysis, integration, and test and evaluation for Positioning, Navigation, and Timing (PNT) experiments and demonstrations. This support includes (1) Engineering, (2) Design, Fabrication and Assembly, (3) Integration and Test to establish performance, raise TRL and/or ensure space worthiness, (4) Mission Development, (5) Program Management, and (6) Integration and Test Facility Support. This Task Order will support the evaluation and review of PNT-related ground and space experiments and ground based analyses or studies to their completion, or to the end of the RISE contract’s period of performance, whichever is earlier. Activities conducted will support development, evaluation, and test of PNT payloads that may be bench-level experiments or prototypes that could be ground only or that could be integrated into a spaceflight experiment.
To accomplish this, specific tasks will include:
• Systems Engineering and Requirements Definition/Allocation of PNT Payload Component Development, Ground Experiments or Spaceflight Experiments
• Amplifier Research Test and Evaluation
• Digital Waveform Generator Research Test and Evaluation
• Other PNT Component (e.g., Multiplexers and Antennae) Research, Test and Evaluation
• Signals Research, Test and Evaluation
• Advanced PNT Payload Research, Test and Evaluation, including assembly, integration, and test
• Development of PNT Payload Government Reference Designs
• Test Planning and Evaluation of PNT Payload Performance
• Modeling and Simulation of PNT Systems
