Synopsis:
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR PROPOSAL
(RFP).
This announcement constitutes a Notice OF Contract Action (NOCA) by the Air Force Research Laboratory Space Vehicles
Directorate (AFRL/RV), Kirtland AFB NM. AFRL and the Advanced E/O Space Sensor (AEOSS) program intends to award a
Cost-Plus Fixed Fee (CPFF) contract on a sole source basis pursuant to FAR 6.302-1, which implements the statutory authority at 10 U.S.C. 2304(c) (1) for services from only one responsible source to: Teledyne Technologies, LLC 1049
Camino Dos Rios, Thousand Oaks, CA 91360.
This sole source contract will advance the state-of-the-art and maintain the scientific knowledge and growth/ processing/characterization industrial base associated with low noise infrared SCAs used for National Strategic Space
(NSS). Specifically, this includes the design, growth, and fabrication of HgCdTe ultra-low noise and high quantum efficiency detector arrays in large physical formats. Large is defined as >7.5 cm on a side with reflective pixel pitches from 8-18um and performance is defined as 99% noise equivalent operability with an input irradiance of 3 x 109 photons/sec-cm2 less than 1.3 x 1010 ph/sec-cm2 at 130K operating temperature and exposure to 63MeV protons producing a total ionizing dose of 100KRads (Si). These SCAs must also be immune to performance degradation when exposed to laser radiation and the read- out integrated circuit be intrinsically hardened to prevent performance degradation when subjected to high irradiance light. In order to support the needs of the National Security Space community a minimum required Technical Readiness
Level (TRL) is 4 based on the maturation of SCAs. It is anticipated that the contractor will be able to achieve a higher TRL as they advance the state-of-the-art. The contract term, is estimated to be (48) forty-eight months.
The North American Industry Classification System (NAICS) code is 541712 with a size standard of 500 employees.
This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does the issuance restrict the
Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement which shall be considered by the Government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS
NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. Any costs incurred as a result of this NOCA shall be borne by the offeror and shall not be charged to the Government for reimbursement. The determination of the
Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government.
The funding and ceiling for this effort is an estimate only and is subject to change based on Government need and/or funding availability.
This NOCA is not a request for competitive proposals; however, interested contractor(s) may identify their interest and capability to respond to this requirement. All responses received by 1:00 PM Mountain Time on 12 September 2016 will be considered by the Government.
Please submit UNCLASSIFIED responses to the Contracting Office via mail or AMRDEC SAFE
(https://safe.amrdec.army.mil). DO NOT send responses via unencrypted e-mail. Classified submissions are neither requested nor desired.
The email subject line shall state “FA9453-16-R-0037 Notice of Intent to Sole Source." A determination by the
Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the
Government. NO TELEPHONE REQUESTS WILL BE HONORED.
