Question: Page 5 of the BAA lists all 6 major IDIQ areas will be included in the initial task order.

Attachment 3 (TO SOO) only lists 5 major areas (TO SOO does not include ‘Potential game-changing approaches to HPEM generation such as Ultra-short Pulsed Laser (USPL) based Sources’). Which is correct?

Answer: The SOO is correct. It is the Government’s intent that the first task order would not include “Potential game-changing approaches to HPEM generation such as Ultra-short Pulsed Laser (USPL) based Sources.” It is anticipated that a future task order may include this technical area. Page 5 of the BAA solicitation will be amended to reflect the five (5) major areas for the initial task order only.

Question: Do you see any issues with using images of AFRL in the proposal?

Answer: No issues. Images of AFRL may be used as long as they are unclassified or not copyrighted images.

Question: The Statement of Objectives (SOO) for the initial Task Order in Section 13.0 states, “No GFP is anticipated for this Task Order. Most, if not all, anticipated work will be performed on Government installations using Government-provided instrumentation and lab-equipment.”

Does the Government anticipate the incumbent contractor transferring existing GFP at the end of the contract and the awardee will not manage the full list of property in any resulting new contract? Will the awardee be responsible for PMIL?

Answer: The incumbent will return the existing GFP at the end of the period of performance per the terms of the contract and the awardee will have access to the available instrumentation and lab equipment per paragraph 13.0 of the SOO. Precision Measurement Equipment Laboratory (PMEL) items will be supported by the Government’s on-installation calibration process.

Question: DD Form 1423 for CDRL A012 states it is due quarterly, however the TO SOO, lists A012 as monthly. Please confirm if CDRL or SOO should be followed.

Answer: The SOO is correct and should be followed. Revised DD Form 1423 (CDRLs) will be uploaded to the BAA solicitation.

Question: DD Form 1423 for CDRL A014 states the property inventory shall be submitted semi-annually after the baseline report. However the TO SOO, lists A014 as annually. Please confirm if CDRL or SOO should be followed.

Answer: The SOO is correct and should be followed. Revised DD Form 1423 (CDRLs) will be uploaded to the BAA solicitation.

Question: BAA Attachment 8, Section 2 states, “Fully disclosed Subcontractor/IOT proposals are required for ALL subcontractors (including Tables 1 thru 4), and must be submitted to the government by the closing date identified in this solicitation.” Can subcontractors submit their fully disclosed proposals directly via email or are they required through the DOD SAFE site?

Answer: Subcontractors may submit fully disclosed proposals directly to the Government and must do so through the DoD SAFE site. E-mailed proposals will not be accepted. If a code is needed for drop-off on the DoD SAFE site, please email the Contracting Points of Contact to request it prior to submission date. The drop-off information is valid for 14 days.
