PANACEA BAA Questions and Answers
Question: Was there a previous contract vehicle used to procure this type of support? If so, can that contract vehicle be provided?
Answer: No. This is a new requirement in support of the Vanguard Center’s mission to evolutionize high performance computing technology.
Question: Can you provide examples of CALL documents?
Answer: No examples will be provided. A CALL posting may contain description of the research effort to be addressed, an anticipated period of performance, and will specify either a direct request for a technical and cost/business proposal (One-step), or a white paper submission as a means to determine if a proposal will be required (Two-step).
Question: Can you provide the metrics regarding the average dollar value and period of performance for previous CALLS?
Answer: No metrics will be provided. The requested information will vary amongst CALLS.
Question: Do the Technical R&D Objectives listed in Section 3 – Areas of Interest from the PANACEA RFI represent potential CALL topics?
Answer: No. The Request for Information (RFI) posted 12 June 2017 is for market research purposes only. The technical objectives stated in the RFI were the notional objectives at the time market research was performed.
Potential CALL topics will cover research objectives and areas of interested identified in the “Requirement Description” section on page 4 of the full text announcement. A link to the announcement is below:

Question: In the BAA on page 3, Section 2 Anticipated Number of Awards the Government refers to “the Air Force anticipates awarding one or more contracts …” Does the government anticipate awarding an individual contract for each CALL?
Answer: The number of awarded contracts may vary by CALL.

Question: What is the proposed CALL schedule and topics per CALL?
Answer: CALL 1 is anticipated to be released in early 2018 and will likely request technical solutions to Lowering Barriers and/or Emerging Ecosystems objectives. Additional CALLS have not yet been scheduled nor have the technical objectives been isolated.
Question: Will there be an Industry Day? If so, when?
Answer: The Air Force is exploring a few options for Industry Days to include virtual or web-based as well as traditional Industry Days. Additional information will be posted as an amendment to the BAA on FedBizOpps (http://www.fbo.gov), as it becomes available.
Question: How is the RFI different from the BAA?
Answer: The RFI was a pre-solicitation event for market research purposes only. The purpose of the RFI was to gather information on the technology and industry associated the requirement.
The BAA contains overarching information regarding the requirement and the acquisition. A CALL is a posting, issued through FedBizOpps (http://www.fbo.gov), soliciting a specific/targeted response and/or proposal for specific research efforts under the overarching
BAA.
