NOTICE OF CONTRACT ACTION (NOCA)

FINAL

16 January 2013

NOTICE OF INTENT TO AWARD A LIMITED-SOURCE ORDER UNDER GSA CONTRACT

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This is a notice of intent to award a limited sources GSA order under the statutory authority of 41 USC 251, Multiple Award Schedule (MAS), and as set forth in Federal Acquisition Regulation (FAR) 8.405- 6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. In addition, and in accordance with DFARS 208.405-70(b)(2), the exception provided for at FAR 16.505(b)(2)(i)(B) also serves as justification for this limited sources action.

The Government has conducted market research leading up to development of its acquisition strategy, which substantiate the need for the bridge contract discussed below. As such, a competitive solicitation is expected to be released upon approval of the acquisition strategy to allow for full and open competition of any follow-on requirements.

This limited-source GSA order will allow the incumbent, Mainstream GS, LLC., to provide highly specialized support to the AFNWC on Strategic Alignment and Deployment (SA&D) initiatives. The above represents the only scope that will be procured under this order. This limited-source action will result in a firm fixed price (FFP) GSA order, with an estimated contract value of less than $930K. The sole purpose of this bridge contract is to ensure these critical mission requirements continue.

While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties (to include small and small disadvantaged businesses) may identify their interest and technical capability, and submit information which will be considered by the agency. The applicable NAICS code is 541611 with a corresponding size standard of $14M. The product classification code is R499. This announcement constitutes the only notice for this bridge effort.

The incumbent is the only contractor who can provide this specialized support given the unique and highly skilled nature of the effort. There are no other contractors at this time who are capable of providing these services without an unacceptable delay to program schedules. As stated previously, full and open competition is expected for any follow-on effort, with the solicitation for that competition expected to be released in late 2013. Notices regarding that acquisition will continue to be posted to FedBizOpps.
