About this file
This is a Justification and Approval (J&A) document for a sole-source contract modification with The Boeing Company for the B61 Family of Systems (FoS) Tail Kit Assembly (TKA) Surveillance and Sustainment Support contract. The United States Air Force Nuclear Weapons Center (AFNWC) is extending the existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract for two years (from September 2026 to September 2028) under the sole-source authority of 10 U.S.C. 3204(a)(1). The modification will increase the contract's scope to include B61-1-13 TKA and future variations, providing sustainment engineering, software engineering, cybersecurity, test and integrated services, war reserve equipment support, TKA variants production, and nuclear certification for the B61 FoS weapon system.
The contract will continue to utilize The Boeing Company as the sole source due to their unique technical expertise, proprietary data rights, and historical development of the B61-12 TKA weapon system. The modification is at no additional cost to the government and will not require a contract ceiling increase. AFNWC released a Sources Sought Notice in January 2025 to identify potential alternative sources, but confirmed that Boeing remains the only contractor capable of providing the highly specialized technical support required for the B61 FoS TKA sustainment activities. The Air Force aims to increase competition in future acquisitions by conducting ongoing market research and exploring modular design approaches.
