About this file

This is a Request for Information (RFI) Questions & Answers document addressing vehicle leasing requirements for an Air Force installation.

The government seeks to lease eight vehicles for a 12-month performance period: two flatbed trucks (1x F-600 with 6.6ft W x 16ft L bed and 1x F-350 with 6.6ft W x 8ft L bed), two 15-passenger vans, and one crew cab pickup. All flatbed trucks must be non-CDL configurations with minimum 6,000 LBS+ hauling capacity, long beds preferred, and tie-down points along rails as a desirable feature. The 15-passenger vans (seating includes driver) should be all-wheel drive with no specific fuel requirement. The crew cab pickup must be all-wheel drive (any fuel type) with a tow hitch and rearview camera. Vehicles must be in very good condition with less than 15,000 miles and may be used commercial fleet vehicles if clear, serviceable, and neatly kept. Staggered deliveries are acceptable provided all vehicles are delivered within 30 days of contract award. The contractor is responsible for retrieving vehicles at contract completion and must respond to maintenance requests within one business day Monday-Friday, providing replacement vehicles for maintenance periods exceeding two weeks. The Air Force assumes liability per AFI 24-302, with the government providing self-insurance for rented/leased vehicles. Payment is for the 12-month period beginning upon vehicle delivery and acceptance. The government will coordinate base-access authorization for delivery drivers meeting citizenship, background, and Real ID requirements. Small-business prime contractors may subcontract with commercial fleet dealerships. Technical submissions require only vehicle specification sheets and a maintenance plan. The previous contract number is FA940125P0016.

Request for Information (RFI) Questions & Answers

1. Vehicle Specifications: Are there minimum GVWR, payload, bed-length, or dimensional requirements for the 1-ton and 2.5-ton stake-bed trucks? Would non-CDL configurations be acceptable if they meet the required payload capacities?

a. Current configurations for our trucks are non-CDL configurations. Flat beds are needed so we can load from 3 sides with a forklift. Capacity 6,000LBS +. Current configuration dimensions are 1x F-600 (3-pax) with a 6.6ft W x 16ft L flatbed and 1x F-350 (6-pax) with 6.6ft W x8ft L flatbed

2. Vehicle Condition: Are there restrictions regarding vehicle model year, mileage, or condition? Are used commercial fleet vehicles acceptable?

a. Vehicles do not have to be new, but they would have to be low mileage (<15000) and in very good condition. Used commercial vehicles are acceptable so long as they are clear, serviceable, and neatly kept.

3. Vehicle Configuration: Are there specific requirements regarding drivetrain, fuel type, or equipment? For the 15-passenger vans, does the seating requirement include the driver?

a. Must be a flat bed. If the bed has tie down points along the rails, that is a plus.

Long beds are preferred. Capacity 6,000LBS + hauling capacity. No specific fuel required for the cargo or 15 pax vans (driver included). They should be awd, No special equipment required. The crew cab pickup should be awd of any fuel type, with a tow hitch and rearview camera.

4. Delivery Timeline: Does the government require all eight vehicles simultaneously within approximately 30 days of contract award, or would staggered deliveries be acceptable?

a. Staggered deliveries are acceptable, however, all vehicles must be delivered within the 30 days of contract award window.

5. Base Access: Will the government coordinate base-access authorization for commercial delivery drivers, or must the contractor arrange sponsorship and escorts?

a. The government can provide base access authorization to delivery drivers upon arrival as long as the driver is a legal citizen, does not have a felony charge, and possesses a real ID (star in the corner).

6. Mileage: Does the government anticipate a maximum mileage use for each vehicle? If so, what is the maximum mileage expected per vehicle?

a. Mileage based previous usage estimated at under 15,000 miles per year.

7. Maintenance: Are there required response times for maintenance and mechanical repairs?

Must the contractor provide temporary replacement vehicles during extended maintenance periods?

a. Maintenance response should be available within one business day M-F.

Replacements during extended maintenance (>2 weeks) would be required.

8. Insurance and Liability: What insurance requirements apply to the leased vehicles? Could you clarify the contractor’s financial responsibility for accidents, deductibles, and damage beyond normal wear and tear?

a. Per the AFI, the Air Force assumes liability from my reading, although consultation of the previous contract is recommended.

i. 24-302 4.3.6.7. Insurance Coverage and Maintenance for Rented/Leased Vehicles.

ii. 24-302 4.3.6.7.1. For hire solicitations and resulting contracts, provide insurance coverage as prescribed by applicable portions of the FAR.

Unless the rental/lease company requires purchasing insurance, rented/leased vehicles are obtained with the Air Force providing self-insurance.

iii. 24-302 4.3.6.7.2. The U.S. government is self-insured for loss or damage to government property and the liability of government employees for actions within the scope of their duties. The Federal Tort Claims Act covers third party claims arising from federal employee negligence in the operation of government-furnished vehicles.

9. Payment Structure: Does the government anticipate monthly lease payments, and does the 12-month performance period begin upon vehicle delivery and acceptance?

a. The payment will be for a 12 month period. This begins upon vehicle delivery and acceptance.

10. Contract Completion: Will the government return the vehicles to the contractor’s designated location, or is the contractor responsible for retrieving them from the installation?

a. The contractor is responsible for retrieving the vehicles.

11. Subcontracting: May a small-business prime contractor fulfill the vehicle leasing and maintenance requirements through an established commercial fleet dealership? Are there specific subcontracting limitations applicable to this acquisition?

a. Yes.

12. Technical Submission: Are vehicle specification sheets and a maintenance plan sufficient to demonstrate technical acceptability, or is additional documentation required?

a. Vehicle specifications/maintenance plan is sufficient.

13. Can you provide the previous contract number?

a. FA940125P0016
