About this file

This is a Statement of Need (SON) for the procurement of tactical clothing and operational gear to outfit personnel with mission-ready equipment for the 351st Special Warfare Training Squadron at Kirtland Air Force Base, New Mexico. The requirement encompasses a bulk acquisition of specialized equipment across four categories: footwear (90 pairs of LOWA Zephyr MK2 GTX Mid boots in Coyote), base and physical training apparel (1,100 TX Malibu PT Shorts, 1,200 Balboa Short Sleeve Shirts, 300 Aspen Long Sleeve Tops, and 400 Aspen Long Johns), hot-weather combat apparel (230 G4 Hot Weather Combat Shirts and 230 G4 Hot Weather Combat Pants in Multicam), and operational gear (30 LBT G3 Plate Carriers in Multicam, 30 3H Military Lensatic Tritium Compasses, and 100 SI Ball M Frame Alpha Op.Kit Square Cases). All items must be delivered within 30 calendar days of contract award to a designated receiving depot or logistics facility.

The contractor must deliver all items in new, unused condition with exact manufacturer part numbers, specified sizes, and colors; no substitutions are authorized for critical items without prior written approval from the Contracting Officer. A delivery status report indicating shipping dates and tracking information must be submitted via email to the Contracting Officer Representative within 15 days of contract award. The government intends to award this sole-source purchase order to Atlantic Diving Supply, Inc. (ADS, Inc.), citing the company's role as an authorized distributor of the specified brands, ability to ensure supply chain continuity, compliance with military safety standards, and capacity to meet the compressed 30-day delivery timeline, which contrasts with typical commercial lead times of up to 120 days for comparable military-grade equipment.
